02 February in Rivne regional state administration held a regular meeting of the constant Commission on questions tekhnogenno-ecological safety and emergency situations of the region, during which summed up the work of the Rivne territorial subsystem unified state system of civil protection in 2015. In the work of the Commission, which was held under the leadership of the first Deputy Chairman of regional state administration Yuriy Primorskogo, took part the Deputy Director of the Department of emergency response state emergency service of Ukraine Volodymyr Demchuk, head of the Main Directorate DSNS in Rivne region Sergey Kruk, the head of Department concerning an emergency and employment center of regional state administration Victor Simonuk, chairmen of regional state administrations and cities of regional subordination, heads of permanent commissions on issues of technogenic-ecological safety and emergency situations, heads of services of civil protection and emergency rescue units. Opening the meeting, the Chairman of the regional Commission on questions TEB and emergency situations Yuri Primorski said: “the past Year in terms of man-caused environmental load for the Rivne region was relatively tight. However, thanks to the coordinated work and professional actions of all relevant services and agencies managed to keep under review the situation in the field of civil protection of population and territory. None of the emergencies and accidents are not left without appropriate response rescue units, 100% was secured of fire and technogenic safety at mass events in the region". In turn, the Deputy Director of the Department of emergency response state emergency service of Ukraine Volodymyr Demchuk noted that the main efforts of the agencies and divisions of DHHS in 2015 to focus on the tasks set by the President of Ukraine and Government, prevention and timely response to emergencies, provide civil protection. The representative of the staff of the Civil service reported that in 2015 SSES units of Ukraine ensured prompt response to emergencies 148, eliminated almost 79 thousand fires, which saved 1696. Daily rescuers carried out up to 1400 visits, have been identified and defused about 200 explosive items. After that, a report on the results of the Rivne territorial subsystem unified state system of civil protection in 2015 was made by the head of Department concerning an emergency and employment center of regional state administration Victor Simonuk. In particular, he reviewed the status of the technogenic and fire security in the region and the measures taken to implement the plan of main activities of civil protection during the last year. Status of implementation of the state policy in the sphere of civil protection of the population in 2015, reported Deputy head of DSNS Colonel civil defense Igor Mikhalchuk. In particular, he noted that in 2015 to perform the tasks of the units of GU gschs in the Rivne region made over 7 thousand visits on the signal "Alarm". Lifeguards ensured prompt response to emergency 4 that occurred in the region last year, eliminated more than 1670 fires, rescued 29 people, including 1 child, not allowed the destruction by fire of material values on nearly 73 million hryvnias, 992 neutralized explosive items, 341 time assistance was provided to population during various dangerous situations. Thanks to a wide set of preventive actions carried out and mass-roses’annually work among the population in the region last year managed to decrease compared with 2014 as the number of emergencies and the number of dead and injured people on them. The work toward the solution of social problems moved to the Region from the temporarily occupied territories of Ukraine and areas of ATO nationals, Deputy head of rescue Service reported that as of 01.02.2016 in Rivne region registered 1941 the family (no 3446 people) who arrived from the Autonomous Republic of Crimea, M. Sevastopol, Luhansk and Donetsk regions, among them: 593 families with minor children, 59 families – with many children, one of which - reception. All internally displaced persons who are located in Rivne region, living in areas suitable for operation in autumn-winter period and provided with the necessary consumption for the first property. Separately, Colonel Mikhalchuk addressed the issue of activity of fire and rescue units in a period of sudden deterioration of weather conditions. During this period, on the order of the head of the rescue Service Rivne region Sergey Kruk ensure prompt response to potential emergencies and situations all the units have been transferred to the strengthened mode of service. Round-the-clock on duty there were about 200 people of staff and more than 55 units of fire fighting, engineering, rescue, reserve - 72 units. Assessing the performance of civil protection, Colonel of civil protection service Volodymyr Demchuk noted high level of readiness of the territorial subsystem of civil protection and well-coordinated work of the regional state administration and GU gschs. In addition, the Deputy Director of Department of gschs of Ukraine noted that the priorities of this year for rescue Services is to ensure constant readiness of the authorities and of the SSES units to perform assigned tasks; improving the system of training of the population to actions in emergency situations; improvement of logistical support of units of the Service; work with the IDPs and addressing their social issues. In addition, many of the efforts of our employees will be involved to restore the infrastructure of the liberated from terrorists settlements.
