The state of consideration of appeals and reception of citizens in bodies of Prosecutor's office of Rivne region in 2015
the Consideration of requests of citizens and organization of their reception remains one of the important directions of activity of bodies of Prosecutor's office directed on real protection of the rights and freedoms of man and citizen, strengthening the rule of law. Overall in 2015, to the Prosecutor's office of Rivne region received more than 6 thousand appeals, including 1.9 thousand to the regional Prosecutor's office. Prosecutors decided more than 4 thousand applications. At the same time depriving the prosecution of the so-called functions of General supervision does not reduce the number of submitted requests concerning supervision of observance and application of laws. This was the reason that over 2 thousand hits (or every third) sent by facilities to the authorities, of state supervision and control, bodies of local self-government. The Prosecutor's office Dubrovitsky, Zdolbunov, Koretsky areas for supplies sent every second treatment. It should be noted that, despite the change of authorities of the Prosecutor's office in connection with the entry into force of the new Law of Ukraine "On Prosecutor's office", a significant portion of people who turn to the prosecuting authorities continue to claim to protect or restore their rights is not an authorized subject of legal relations. In such cases, prosecutors are reasonable explanations on citizens to protect their rights in court, bodies of free legal assistance, which operates in Ukraine since January 1, 2013, representatives of the Commissioner for human rights, the relevant authorities and the like. On the issues of pre-trial investigation decided 2,2 thousand cases, representing 53% of all resolved. Every third came from the participants of criminal proceedings, and every second concerned the appeal of actions and decisions of investigators of organs of internal Affairs (now the National police of Ukraine). Most in the Prosecutor's office of Rivne, Rivne, Radivilivskogo, Sarnensky areas, inter-district Dubno. Despite a General tendency to decrease the number of successful appeals, adequately ensured the right of citizens to representation of their interests in the courts. In particular, 35% of successful applications are applications for the representation of interests of citizens. During 2015, the prosecutors assured the right more than 1.2 thousand citizens on personal reception, of which personally of the management of Prosecutor's office of area made more than 200 trips. Consideration of appeals by the Prosecutor's office is one of the most effective ways of providing legal protection and the ability to react to the violation of constitutional rights and freedoms of citizens. Therefore, prosecutors will continue to pay special attention to ensure proper consideration of complaints and personal reception of citizens in Prosecutor's offices in the field and at the place of stay during visiting appointments the guidance of the regional Prosecutor's office.
