Presenting the results and priorities of the BAP system in Vinnytsia oblast, Svitlana Malynovska has noted that on July 1, 2015, 4 local centres for providing free secondary legal aid: Vinnitsa , Kozyatyn first and tomashpolsky local centers providing free secondary legal aid. "According to the Law of Ukraine "On free legal aid" local centres providing BITD provide free secondary legal aid in civil and administrative matters such as drafting of procedural documents, representation of interests in court of vulnerable categories of citizens: the poor,orphans,participants of hostilities and the like," she said. Separately Svetlana Malinovskaya settled on what constitutes an early access BITD, in particular, provide free legal services in criminal proceedings, which envisages close cooperation Euro Regional centre with law enforcement. "The aim of signing the Memorandum of the Ministry of justice and the National police is to consolidate the efforts to prevent violations of human rights to protection during detention, torture, inhuman treatment of detainees, prevent convictions of innocent people and the violation of guarantees of advocate's activity, she underlined. - At the level of the two bodies will be organized by the constant daily exchange of information about detainees, about the facts of violations of the terms of notification of detention, rights of detainees,which will allow it to respond rapidly to violations of their rights".
