About the use of water resources of the region in conditions of low water content was informed by the Director of the Department of environment and natural resources regional state administration Orest Galewicz during the Board of the regional state administration. Depending on the dryness of the year on one inhabitant of the region accounts for only 1 to 1.5 thousand m3 of water per year. In addition, the distribution of water resources across the region is uneven. Least vodozabezpechenist is Borschevsky, Husiatyn, Chortkiv and Zalishchyky districts. Due to the large branching and Malovodnoe the hydrographic network is very much dependent on replenishment by precipitation and vulnerable from external factors such as pollution and water abstraction. Geological features of the region contribute to the close relationship of the surface to all groundwater aquifers. In the past years as a result of climate change there is a significant shallowing or complete drying up springs, streams and small rivers, the catastrophic decrease of the flow rate of the upper horizons and decrease the reserve of underground fresh waters. As a result, in many localities where for household needs was used dug wells, the water disappeared. This has created serious problems of life in primarily rural population. However, the vast majority of district state administrations and bodies of local self-government hitherto had not even considered the situation with water supply, organized the design and construction of wells for centralized water supply of the water scarce areas. As one of the arguments put forward for this inactivity lack of funds. However, the failure to comply with the instructions of the Chairman of regional state administration from 07.08.2015 No. 81 on the harmonization of the rents for use of water objects with the requirements of the Methodology for determining the amount of payment for leased water bodies has led to a significant loss of revenues to local budgets. For example, in Berezhany district 3 ponds underpaid 66.3 million hryvnias, in Bachatskom 2 ponds 6.8 thousand UAH, in Zbarazh 2 ponds – 16,6 thousand UAH, in Zborowski 8 ponds – 146.2 thousand hryvnias, Kosivska 3 ponds – to 112.6 thousand UAH, in the Lanovetsky 4 pond – 178,8 thousand hryvnias, in Chortkiv 2 ponds – 23,8 thousand hryvnias, in Shumskiy 3 ponds – 68,2 thousand hryvnias. Thus, only 27 tenants of water bodies has underpaid in the budget 616,3 thousand UAH, while the total amount of rent received by the budget in 2015 is 194 thousand UAH. For stabilization of the hydrological situation in the region must increase the percentage of forest land through the creation of new forest plantations and roadside windbreaks. To this cause must be brought the public, including school and College students. It is also necessary to provide a General scheme and to build on the land plots of common use of the reservoir for accumulation of rainwater and meltwater. This will give the opportunity not only to hold water for household needs, but also to improve microclimatic conditions. Almost all sectors of the economy and livelihoods of the region's population facing serious challenges related to climate change. It is therefore necessary to systematize the activities on adaptation to these changes. In particular this applies to the research and development plan of action in these matters.
