About the training activities and to prevent massive fires in natural ecosystems of the region in the spring and summer of 2016 was discussed at the meeting of the regional Commission on questions tekhnogenno-ecological safety and emergency situations 3 March. As the analysis shows, the most characteristic for the spring-summer period there are emergencies related to fires in natural ecosystems. As a result of massive burning of dry vegetation, and careless handling of fire during agricultural work have increased significantly the threat of emergence of fires in natural ecosystems. So, in the course of 2015 on the territory of the region there were 730 fires in ecosystems (including forest 6, 154 on the farmland and 30 fires on peat land). For 2014 appeared 201 fire (forest 1, at 58 farmland, peat bogs 0) - growth 263,2 %. In 2015, the quenching of the Management unit involved 694 times in 2014 137 times - growth 406,6 %. Economic losses from fires that occurred in natural ecosystems in 2015 amounted to 8 million 659 thousand UAH. The most extensive fires in 2015 were: 03 August 2015 close to. The strelkovtsy in Borschevsky district there was a fire on a stubble field LLC "Golden Niva", which capsized on samanani coniferous wood and litter in a mixed forest of Borshchiv Chortkiv forestry forestry. Borsky, Lanovetsky district there was a peat fire on the area of 4 hectares. With the predicted dry summer, and the decline of groundwater there is a risk of a sharp increase in fires of peat, as tropolach and wetlands, which in the period of high temperature there is a risk of recession of water and ignition of peat. To summarize the analysis of the occurrence of such fires in 2015 (30 fires against 2014) – 29 fires occurred on peatlands unaccounted for across the region. Most fires occurred on the territory of Shumsk, Kremenets, Lanovetsky, Buchach and Terebovlia areas. Given the significant costs for their suppression, there is a need to maintain the peat in a moist condition. In accordance with the "Regulation on the Ternopol regional management of water resources" the Department deals with inventory and certification of inter-farm reclamation systems, approves rules and sets the modes of their operation, ensure compliance and operation etc. In turn, the reclamation channels are designed including for irrigation of certain lands. For example, last year, we can assume that the place of drying, and this is mostly wetlands, is potentially dangerous in terms of ignition of peat. One of the preventive measures that will allow them to plan and carry out effective monitoring of fire risk peat-bog fires, is the creation of a regional list of potential peatlands. District state administrations jointly with local authorities and representatives of inter-rayon water administrations it is necessary to analyze the existing on-site areas of peat bogs and wetlands, which in the case of drying there is a danger of ignition of the younger peat. As well as to establish control over these places, to take measures to prevent violations of fire safety rules. Along with being one of the most factors of the fire season fires in the forests. According to fire safety Rules in forests of Ukraine, direct the implementation of measures on forest protection from fires, extinguishing and accounting is vested in the permanent forest users, managers of forest enterprises and citizens, leading forestry. It should also be noted that in accordance with the fire safety Rules in forests of Ukraine lakrista everyone should meet their needs with the necessary quantity of water for fire fighting. To this end it is necessary to arrange the source of water supply (fire ponds with efficient water in the hottest period of summer not less than 100 cubic meters water storing tanks and the like) in places with high probability of occurrence of forest fires. Checking the status of fire-fighting water reservoirs, water sources for fire fighting purpose by responsible persons appointed by a head, at least twice a year (spring and autumn) with registration of the relevant act. According to the Forest code of the quenching is carried out by forest users. In those cases, when forces and means of forestry operations for extinguishing fires is not enough, forest managers are attracted to the suppression of the population, fire-fighting equipment and vehicles of local enterprises, institutions and organizations (under a mobilization operational plan for the elimination of possible forest fires) and divisions of gschs of Ukraine. One of the most painful issues for the fire season remains the burning of dry vegetation and its remains on farmland and roadsides, polluting the environment, disturbs the microflora of the land, and is the cause of the spread of fires in forests, peatlands and farmland. During 2015, the Management has carried out over 500 visits to these fires. Due to the fact that the bodies of state supervision in the field of fire and technogenic safety is limited by the legislation on administrative practices, to involve in administrative responsibility under article 771 of the code of Ukraine on administrative offences provided by employees of the state ecological Inspectorate, whose terms of reference cover the matter. Therefore, the proposed State environmental Inspectorate to intensify the work on attraction to administrative responsibility of persons who allow the burning of dry grass. Just to respond to potential emergencies spring and summer 2016 from the office of DSNS Ukraine in the Ternopil region in readiness for engagement: - 396 personnel; - 87 tankers (all terrain – 32 units); - electric generators (for work in the dark) – 51 PCs.; - fire pump stations – 3 units; cars bag – 2 PCs.; - fire pumps – 35 PCs.
