Juvenile prosecutors Vinnytsia oblast checked the condition of preventive work with juvenile inmates
Held in February-March of this year a study of the completeness and effectiveness of the implementation by the territorial subdivisions of the Main Directorate of the National police in the Vinnitsa region criminal-Executive inspection of the State penitentiary service of Ukraine in Vinnytsia region of individual preventive work with minors sentenced to punishments not stand’connected with the deprivation of freedom, there are a number of flaws in the organization of this work. In the past and the current year the courts decided the 177 verdicts against 165 minors, subject to a penalty not stand’connected with the deprivation of liberty. As of 01.02.2016 on the account Criminally-Executive inspection there were 90 juveniles, including: exempted from punishment serving with test – 88, sentenced to community service – 2. Of registered persons 4 – committed recidivism. The main causes and conditions that lead to the recurrence of crime among minors sentenced to punishments not stand’connected with the deprivation of liberty is an inappropriate individual-preventive work with them the bodies of the state system of prevention, intervention education and social adaptation of this category of children, employment and adequate living conditions, timely withdrawal from adverse family environment. For example, the formal implementation of individual prevention of work by employees Yampolsky OD SEPL in Vinnytsia region by minors, inactivity on organization of control over the behavior and lifestyle of a teenager, prone to commit criminal offences, brought to the Commission in the period from August to December 2015 rock 7 deliberate, selfish crimes, provided part 1 of article 185, part 1, part 2 of article 289 of the criminal code of Ukraine. The Commission of teenagers who are registered in the criminal Executive inspection, 4 recurrence of the crime indicate a low level of preventive work with them. Insufficiently debugged through work of authorized bodies for the prevention of juvenile delinquency, there are also cases of commitment of minors who are not taken on the account Criminally-Executive inspection of deliberate criminal offences during the probation period, in connection’connection with what needs to be improved cooperation of these bodies, including APR. As an example, held in Vinnitsa RO APR by check it is established that in 2015 pdblic two minors who were sentenced to punishments not stand’connected with deprivation of liberty, committed a new intentional crime during the probation period. In this case, one of them had previously committed criminal offences, for which he was appointed by the court of punishment, not the stand’connected with the deprivation of liberty. Due to the fact that a young person is prone to committing serious criminal offenses, authorities UII is not carried out preventive work, in January 2015 he commits another serious crime provided by part 3 of article 185 of the criminal code of Ukraine. Thus, the audit showed that the system of bodies of the prevention of the Commission of adolescents re-offending and reoffending needs to be improved, in particular through the improvement of mutual cooperation of all involved authorities and services.
