The Commission supported an appeal to President of Ukraine and the Cabinet of Ministers of Ukraine concerning the provision and financing of vocational education and conversion to the State fiscal service of Ukraine on adoption of measures aimed at ensuring sustainable operation of economic entities in the sphere of heat supply. In his address to the State fiscal service, in particular, said: "Unsystematic reforming of power that happens in the last few years has led to deterioration of financial-economic and technical state of communal heat power enterprises, making the State municipal enterprise "Locktable" was on the verge of survival. According to the accounting data of the enterprise for 9 months of 2015, damage to SCE "Lockable" is 32 million UAH. One of the main factors that led to this situation is the late repayment of debt on a difference in tariffs for thermal energy and the lack of damages as a result of establishment of tariffs for consumers below the cost of production. In recent years the problem of late payment of difference in fares has not been decided, depriving economic entities that carry out production, transportation and supply of heat energy to any opportunity to pay for energy. Therefore, unrecovered losses from regulated tariffs for budget and other categories of consumers SCE "Locktable" on below cost for the period from 2008 to 2012 amounted to 6934,2 thousand UAH., and only for 10 months of the current year – 7504,3 thousand UAH. Because of this, the enterprise are unable to make timely payments for natural gas, and therefore, according to the courts ' decisions he assessed penalties in the amount of 9255,0 thousand UAH. The collection of these penalties will lead to actual bankruptcy, to stop its work and disruption of the heating season in the city of Lutsk”. The Commission members also endorsed and recommended for adoption at the session of the appeal to the Cabinet of Ministers of Ukraine regarding the allocation of funds for construction of school No. 27 in Lutsk. When discussing this issue it was noted that in the city of Lutsk during the years of independence Ukraine's population has grown by almost 20 thousand people, however, was not built a single school. Construction in densely populated new 55th district of the city of Lutsk, where more than 10 thousand inhabitants, a school for 630 students started in 2011 and it is planned to finish in 2014. To perform construction work at the facility in 2012 and 2014 involved money to the state, regional and municipal budgets. In 2015 financing of the construction was carried out only for means of the regional (1.3 million USD) and urban (1.7 million USD) budget. When the estimated cost of construction 88,7 million USD in four years had mastered only by 9.8 million, the residual value of the object is at 78.8 million. In Lutsk budget for 2016 for the construction of the school there are 3 million hryvnias, however, without the involvement of state budget funds to complete construction works in the coming years is impossible. Budownictwo educational institutions will ensure the development of city infrastructure and will increase the number of educational institutions.
