Chernihiv: mayor Vladislav Atroshenko requires gas-supplying enterprises to regulate standards for household
March 24, Chernihiv city Chairman Vladislav Atroshenko met with the head of "Chernigovgas Sales" by Ivan Lusta. The meeting was attended by Deputy mayor Alexander Kirichenko, head of the Department of social protection of the population of Chernihiv regional state administration Oleg Rusin, heads of departments of the city Council, heads of educational institutions of the city, as well as representatives of mass media. During the meeting they discussed the situation which arose in connection with the receipt by citizens of the city of Chernihiv of bills for gas with large amounts of additional charges in the "Repayment of the difference in the norms of consumption". The mayor, addressing the gas supply representative campaign announced that he had received many complaints from citizens of the city with the request to understand this question. He also demanded to provide clarification on this situation and urged to take a decision that will benefit society. As noted by I. Lusta, enterprise "Chernigovgas Sale" does not establish standards of consumption of natural gas. The establishment of such rules belongs exclusively to the competence of the Cabinet of Ministers of Ukraine. Implementing his powers, by way of Ordinance No. 619, dated 08.06.1996 G. approved norms of consumption of natural gas by the population in case of absence of gas meters. Thus, these standards have changed 5 times by making changes to the Resolution. Last updated in April 2015 (CMU Resolution No. 237 dated 29.04.15 G.), and in September of last year in court have been cancelled. "During the judicial consideration of the case about cancellation of the Resolution of the Cabinet of Ministers No. 237 the Supreme administrative court of Ukraine indicated that the appealed Decision is illegal since the adoption. This means that such a Ruling has no legal effect from the moment of its adoption", - said I. Lusta. During the discussion, the head of "Chernigovgas Sales" noted that the company does not require to pay whole amount at once, it will be distributed at 9 months. As well as reported that in case of inability to pay this enumeration, any sanctions to the citizens of the city of Chernihiv will not apply. Chernihiv city Chairman Vladislav Atroshenko expressed dissatisfaction that representatives of "Chernigovgas Sale" did not turn to him in advance and did not warn residents about the decision. Summing up the meeting, V. Atroshenko instructed the Deputy of the mayor Alexander Kirichenko to prepare a draft letter to the Cabinet of Ministers of Ukraine concerning the necessity of urgent settlement of the issue. The mayor also recommended that the head of the Department of social protection of the population of Chernihiv regional state administration to appeal to the Minister of social policy regarding the clarification of the situation.
