The main issue discussed at the Plenum, was the implementation of the Agreement between the Department of education and science of Vinnytsia regional state administration and the Committee of Vinnitsa regional organization of trade Union of education and science for 2013-2015 and the renewal of the contract for 2016. The keynote speakers were: the Chairman of the regional organization of the trade Union Sergey Pugachev and Deputy Director of the Department of education and science of regional state administration Elena Black. Sergey Pugachev has informed the meeting participants on the status of implementation of each item of the Agreement, focusing on its strengths and weaknesses. In particular, a prerequisite to the renewal of the term of the contract for 2016, he called the introduction paragraph regarding the allowance for prestige of labor for the salaries of teaching staff, which shall be not less than 20% and be paid in full throughout the year. In turn Elena Black assured the plenary that the regional government is doing everything in her power to successfully complete each item of the agreement: "Education is a right of people that enables to fully realize their potential at all stages of life. And a quality education - is not only a source of personal and professional growth, but also development and stability of society as a whole," she said in my opening remarks. The official further elaborated on the priorities of the regional authorities in the field of education: ensuring quality pre-school education, hot meals to children and bringing them to the place of education, optimization of educational institutions and Their financing, strengthening the material-technical base and the like. Not left without attention the issue of education of children-forced migrants from Crimea, Donetsk and Luhansk regions (more than 2.5 thousand children continued their education in educational institutions of the region). "The amount of government subsidy for January – April are woefully inadequate, do not allow to carry out the necessary calculations for socio-protected articles, in particular wage and interest payment for the consumed energy. Touched Elena Black and insufficient funding and operation of methodical offices, institutions of adult education, centralized accounting departments, economic groups, which makes it impossible for proper operation. However, in spite of unsolved problems in all areas of education, Department of education and science of the regional state administration will continue to devote maximum effort to the implementation of the Agreement between the Department of education and science of Vinnytsia regional state administration and the Committee of Vinnitsa regional organization of trade Union of education and science on 2016.
