The development strategy of Transcarpathia – 2020 requires qualitative changes in its realization – together communities,business,expert community,public authorities and local governments

This was the keynote of the 4th session of the Zakarpattia discussion of club development and reform "Intelligent platform" on the topic "the development Strategy of Transcarpathia – 2020:not to repeat the failure of the Strategy in 2015." It was held on 30 March 2016. traditionally, in the hall of the Academic Council of uzhnu with the participation of around 35 persons Co-host the event this time made 15 public organizations, members of the Commission on strategic socio-economic development, rational use of resource potential and reforms of the Public Council at the Transcarpathian regional state administration and a number of organizations-participants of the development Strategy of Transcarpathia – 2020 and in particular, Uzhhorod national University, Transcarpathian regional center for socio-economic and humanitarian research of the National Academy of Sciences of Ukraine and development Agency "Brepols". Moderated a meeting of the Club the Chairman of the Commission of the Public Council at regional state administration and the representative government in Europe of the Association of regional development agencies of Ukraine (AARRU) and Advisor to the Regional office of reforms Oleg Luksha. Note that AARRU is the developer of the new decentralized state regional policy, legislative and government level is valid from the spring of 2014. A new regional strategy developed and adopted in all regions, has finally received from the state one of financial instruments strategies – guaranteed share of funds in the State Fund of regional development (DFRR). With the only requirement – DRR funds to be used exclusively for projects of strategic importance, determined on the basis of transparent mechanisms for discussion with the expert public in the forward Plan for Strategy implementation. The absence of such a Plan, public consultation and monitoring systems and have become the reasons for the failure of the implementation process of the previous development Strategy of Transcarpathian region until 2015. Realizing this, expert and scientific community of the region and decided to act ahead of the curve. Moreover, the Regional strategy is the only one of the management documents in which equal stakes and responsibility of public authorities, business, local government and the public as the expert for formulating and implementing the Strategy and its action Plan. In the Transcarpathian meeting of the discussion club took active participation of individual members of the government: Deputy Chairman of the Transcarpathian regional Council On.And., the head of Department of urban development and architecture of regional state administration, Pikulyak M. M. and his Deputy Borkowski A. I., the chief of the main Department of economy and trade of the regional state administration of Kogut L. V., representatives of a number of other offices and departments of the CAA. According to the results of lively discussion and debate 5 short reports and a survey among the participants of the meeting of the Club at present is the preparation of a detailed and substantiated Resolution – the recommendation, which will be sent to all divisions of the regional state administration and regional Council and made public. But we can already talk about the key issues that create significant barriers and obstacles to successful implementation of the Strategy of Transcarpathia – 2020: • Incomplete development of the legislative and institutional framework for decentralized reforms of regional development and in particular, the establishment of an independent regional development Agencies in the regions. • Not normalized pinning status and place of regional strategies in combination with spatial and land planning. • A slip of transparent mechanisms of work of competition commissions and approval of results of selection of projects in specialized Ministry. • The problem and the lack of strategic management of regional development, while strategic planning is part of strategic management. There is no justification for "order" to these structural divisions of the economy the RSA and RSA throughout Ukraine, while the strategies are usually the strategic and operational goals and objectives are also areas of human development, ecology, infrastructure, etc. • Critically low level of preparation of experts and designers to develop high-quality projects of regional development (especially in areas), which creates the problem of "undeveloped" even the scanty means DFRR. • Uneven distribution of project content of the Plan in section 4 of the strategic objectives of the Regional strategy. • Lack of cooperation pkosl yeah, business, local authorities and expert community in the utilization of all available resources and investment opportunities, creative proposals, projects, cross-border cooperation, which could find a direct reflection in the action Plan for the implementation of the Regional strategy and would make it really successful. Thus it is obvious that hope is only a small DRR funds for the implementation of the Regional strategy is doomed her to failure. So, the prerequisites for the successful implementation of the Regional strategy for Zakarpattya – 2020 is mobilizing all possible resource potential (domestic and foreign investments, cross-border cooperation, local budgets and even the workers effectively invested in small businesses, etc.) and cooperation of all stakeholders and create, finally, in the area of effective system of strategic management of region's development. Any new work begins with the first steps in the right direction. If this is a joint work, all participants should consistently move towards the objectives.
