Until 2018 for the reconstruction of heat supply system of Chernivtsi will be provided for trust funds
Financial management and the Department of housing and komunalno of farms annually will be earmarked to ensure the implementation in 2016-2018 activities of the Scheme of reconstruction of heat supply system in Chernivtsi. The decision was taken at the regular session of the Chernivtsi city Council. Implementation of Scheme of reconstruction and perspective development of heat supply system of Chernivtsi conferred on "Chernivtsiteplokomunenerho". With the aim of reducing the consumption of thermal energy, the Department of housing will be developed by the program thermo-refurbishment of buildings involving investment funds, equity participation of residents and co-financing from the city budget. In the program's activities should provide thermal insulation of external enclosing structures of large-panel buildings and Teplogarant soft roofing polyurethane foam coating. Reference: Scheme of reconstruction of heat supply system in Chernivtsi was developed in 2007 by the Institute "Ukrndiinzhproject" (Kyiv) to order the Chernivtsi city Council, approved by Public Council on reforming of housing and communal services. Chernivtsi and approved by resolution of the city Council of the V convocation from 27.12.2007 ¹ 493. For 2007-2015 on implementation of Scheme of reconstruction of heat supply system in Chernivtsi aimed 31711,548 thousand UAH. The adjustment Scheme was carried out twice. The last adjustment Scheme implementation designed activities envisaged to be implemented over two phases. The need for funds amounted to 22981,6 thousand UAH., including: for 2014 – 2015 i stage of reconstruction – 13935,81 thousand UAH. for 2016 – 2018 phase II reconstruction – 9045,79 thousand UAH. Activities Scheme is planned to carry out reconstruction (replacement) emergency and worn sections of heat distribution networks, the introduction of instruments of regulation and metering of heat energy on objects of housing and communal with the creation of an operational monitoring system of energy consumption. The introduction of a monitoring system is a priority that will allow for qualitative and quantitative analysis of efficiency of use of energy, including indicators to monitor the effectiveness of the implementation of activities under the Scheme and adjustments to it. For the purpose of implementation of the Scheme on implementation of metering and regulation of thermal energy that the Investment program SCE "Chernivtsiteplokomunenerho" whose main task was to implement the identified conservation reserves through a wholly-owned equipment of the housing stock of municipal property of the metering and regulation of energy consumption in 2016. Individual energy-saving measures provided in the final adjustment of the Scheme will be treated as investment projects and implemented on the principles of public-private partnership in the following years. So, for the purpose of improving the infrastructure of district heating in Chernivtsi Inc "Chernivtsiteplokomunenerho" an agreement was signed with the European Bank for reconstruction and development (EBRD) on cooperation on the project "modernization of the infrastructure of district heating Chernivtsi". Modernization of boiler with the introduction of an automated process production of thermal energy and reconstruction of heat supply systems of GKP "Chernivtsiteplokomunenerho" will receive an investment grant amounting to 4 million euros, and the EBRD loan amounting to 7 million euros and the CTF loan in the amount of 3 million euros. Planned activities in the project aimed at reducing the use of electricity and natural gas, improving energy efficiency, reducing heat losses in heating networks and improve district heating services.
