In Zhytomyr held a workshop on public procurement reform
In the Zhytomyr regional state administration held a seminar on public procurement reform in Ukraine, which was attended by representatives of the National Council of reforms, the Ministry of economic development and trade, the EU Project "Harmonisation of public procurement system in Ukraine with EU standards", electronic trading venues, Executive authorities, Zhytomyr and Khmelnytsky regions. With welcoming speech to the participants addressed first Vice-Chairman of the regional state administration Gennady Dmitrenko. He described the conduct of the procurement system ProZorro in the Zhytomyr region and invited all present for a constructive dialogue. The representative of EU Project "Harmonisation of public procurement system in Ukraine with EU standards" Oleksandr Shatkovsky said that from October 2015 9 already conducted such seminars-lightning and today's the 10th West – final. He also noted that the purpose of the meeting is to familiarize with the organization of the process of e-procurement in the EU, the dynamics of reform of procurement in Ukraine and the strategy of reforming procurement as a Road map for the implementation of the Association Agreement between Ukraine and the EU (approved by the Cabinet of Ministers of Ukraine from 24.02.2016 No. 175-R). Tatiana Lisovskaya, the representative of the Ministry of economic development, trade and international cooperation, told in detail about the reform of public procurement: the innovations in the legislation, the purpose and key areas of reform, the benefits of e-procurement process, the algorithm (stages) of the electronic procurement, the process of registration on the electronic platform, the modalities of e-procurement in the EU. She noted that since September 1 this year the Law of Ukraine "On public procurement" loses its power and all the procurement will be conducted according to the procedure provided for by the Law of Ukraine "On public procurement". The law claims complete translation of public procurement into the electronic system ProZorro. The transition will take place during 2016 in two stages: from April 1, all purchases will be transferred to the electronic mode, the Central authorities and state-owned enterprises, and from August 1 – rest of state customers. Coordinator system ProZorro Christina Gutsalova familiarized the participants with the peculiarities of implementing electronic procurement and provided practical recommendations on how to connect to the system ProZorro, in particular, on the rules of registration, work in test mode and the announcement of the first real bidding.
