The establishment of voluntary fire brigades in the region – the requirement of the day

From 4 to 6 April in the region continues training workshop “the Establishment of voluntary fire brigades (teams) in rural and village communities". The project is supported by the Hanns Seidel Foundation with the support of the Ivano-Frankivsk regional Council and Ivano-Frankivsk regional state administration with the participation of Management of gschs in the field on the basis of Ivano-Frankivsk about­­La­Noah center of retraining and PI­­d­you­enhance workers ' skills'or­ha­a new state power, bodies of local­th government, state in­p­­ri­enterprises, institutions and organizations. According to first Deputy Chairman of the oblast Council Vasyl Gladio, this workshop opens a new page in Ukrainian-German cooperation and continued a fruitful and long-term work with the Hanns Seidel Foundation. Project Manager of Hanns Seidel Foundation in Ukraine, Moldova and Romania Daniel Seiberling stressed that Germany developed a rich experience in cooperation between state institutions and society, human settlements, and its most important value is that there is no single algorithm that is subject to the characteristics and specificities of each community. The chief of staff of the Ivano-Frankivsk regional state administration Valery Kretsul stressed that this event occurs in the territory of the former German colony, which is a very symbolic fact. The purpose of this training workshop, which invited officials of local self-government and activists of voluntary fire formations – providing officials place­in­­th self-government and public­mA­­dskim AK­­tist knowledge and skills for active­tion of the in­ri­tori­al­their community volunteer fire departments in execution of an order of the Ivano-Frankivsk regional state administration from 15 July, 2014 No. 430 " On the establishment and functioning of voluntary fire protection", and the use of in this work the German experience of firefighters and the public was invited to participate in the voluntary fire teams. Opening the theoretical part, a report on the General characteristics of fire and technological safety in Ivano-Frankivsk region was made by the head Department gschs in the area of the Colonel of service of civil protection Vladimir Chernetsky. Mr Putin outlined the geographical, relief and meteorological features of the Carpathians, settled on floods in 2008 and 2010, spoke about the anthropogenic load of the area. All these factors indicate that the Ivano-Frankivsk region in question of the potential occurrence of emergency situations is high risk and requires a high level of responsibility of the employees of gschs in front of the population for his safety. It is based on the security of human life, conserve natural resources, minimize the risks of industrial disasters and accidents need to make in the region increased the number of voluntary fire brigades, as in Ivano-Frankivsk the largest number of fires registered in the residential sector. Last year in the premises of 1413 prikarpattia have any fires, the fire killed 50 people. From the beginning of 2016 in the residential sector in Ivano-Frankivsk registered 332 of fire, the fire claimed 14 lives. Most fires occurred on the territory of Ivano-Frankivsk city Council, Kolomyia, Kalush and Nadvirna districts. Losses could not be, if the elimination of fires were started at the initial stage of their occurrence. Unfortunately, the existing network of state, departmental and local fire and rescue units was not possible. To increase the level of fire safety in rural areas can only be done by the local community through the establishment of voluntary fire units, as is done in developed European countries, Canada and the United States of America. In the course of seminar, administrative assistant­STI Fo­n­du Hans For­Gela Dr. j?rgen WA­lachover and Walter Schwab will present the principles of local self-government and the organization of firefighting in Germany and Bavaria, with the experience of creation and operation of the voluntary­same­life fo­R­­muwang in ger­Li­no. It will also consider the issues of territorial reform and address issues of fire safety in communities and to develop strategies for the creation of voluntary fire brigades. The seminar will also be held discussions on topical issues and problems of adaptation in Ukraine of the German experience on public involvement to address the issues of fire safety in communities..
