United communities covered about 30% of the area (3830 km?), 167 tips from 615 village, settlement and city councils (283 settlements) and 229 thousand population. This was announced by the Director of the Department of architecture, construction, housing and utilities and energy Vladimir Kharchenko during the Board of the regional state administration. "As a result of changes in tax and budgetary legislation, other legislative acts in the context of decentralization, the volume of own incomes of budgets of the United communities (excluding transfers) for 2016 is 221,7 mln UAH, which is 2.6 times more than in 2015", - stated Vladimir Kharchenko. According to the Decree of the Cabinet of Ministers of Ukraine, to 2016 territorial communities allocated grants in the amount of 141.5 million hryvnia for the formation of infrastructure. The educated communities of the regional state administration the maximum provides practical advice on all aspects of reorganization, the creation and functioning of communities. For the representatives of the United territorial communities of the region held a number of meetings, events and seminars on the education and functioning of local governments. Also, continues the work on preparation of proposals to the draft strategic plan, provide advice and clarification to local authorities. Currently adopted intermediate solutions to integrate about ten promising communities. Communities, on the example already United, understand the real advantages of the merger, clear incentives and legal perspectives. At the same time, now is a burning issue question about voluntary accession of new communities in the United. To address that registered the draft law No. 3638, dated 11.12.2015, but it is only at the initial stages of consideration and adoption. Also require legislative settlement issues: - the transfer of authority of the United territorial communities concerning the disposal of lands outside of settlements; - revenues to the budgets of territorial communities combined administrative fees for state registration of legal entities, physical persons-entrepreneurs and community groups; property rights to immovable property and their encumbrances; the payment for the reduction of terms of granting of services of specified administrative fees.
