In Vinnytsia region the mechanisms of state support of energy saving measures (+photo)
On in Ukraine the state program, which aims to promote the implementation of energy efficiency measures by the population. To promote the implementation of energy saving measures among the population and stimulate the deployment of renewable and alternative energy sources, resolution of the Cabinet of Ministers of Ukraine from March 3, 2010 No. 243 approved the State target economic program of energy efficiency and development of sphere of production of energy carriers from renewable energy sources and alternative fuels (further – the Program), the purpose of which was to create conditions for the approximation of energy intensity of the gross domestic product of Ukraine to the level of developed countries and European Union standards, improving the efficiency of use of energy resources and strengthening the competitiveness of the national economy and structure optimization of the energy balance States with a higher proportion of energy generated from renewable energy sources and alternative fuels. The resolution of the Cabinet of Ministers of Ukraine dated 2 February 2016 ¹ 63 "On amendments to decrees of the Cabinet of Ministers of Ukraine from March 1, 2010 No. 243 and from 17 October 2011 ¹ 1056" changes have been made the said Programme, determine the level of financing from the state budget and extended the validity till 2016. Now the Program provides state support for implementation of EE and energy saving measures, in particular on winterization of housing. The mechanism of realization of the Program for 2016 is defined by the Order of use of funds envisaged in the state budget for the implementation of activities for efficient use of energy resources and energy approved by the resolution of the Cabinet of Ministers of Ukraine dated 17 October 2011 No. 1056 (hereinafter – the Procedure) as last amended on 2 February 2016 by the resolution of Cabinet of Ministers¹ 63. So, the State program provides for reimbursement: 20% of the loan amount (but no more than 12 thousand UAH.) – the mechanism of replacement of gas boilers for the population; 30% of the loan amount (but not more than 14 thousand UAH.) – for physical persons to implement energy efficiency measures. 40% of the loan amount (but not more than 14 thousand UAH. per apartment) - for condominiums and housing cooperatives as legal entities, for house-wide events. If the borrower is a natural person-the recipient of subsidies for payment for housing and communal services, it is reimbursed 70% of the sum of "energy efficiency" loan. If the composition of the CMF are the recipients of subsidies, such condominiums shall be reimbursed in average size between 40% and 70% depending on the number subsident. According to the State Agency on energy efficiency and energy saving of Ukraine (Executive in charge of the budget program), according to the consolidated registers of borrowers, for December 2015, paid from the budget of 123 million USD. compensation under the state program on energy efficiency. In particular, condominiums-program participants received 0.6 million USD. compensation. Families who took out loans for energy efficient materials – 116 million USD. on "negatu" boilers – 6,4 mln. The implementation of the Program in 2016, the state budget provides slightly more than 790,4 million USD. of which 700 million UAH. is the General Fund, 90,4 mln. – special. Since the beginning of the program borrowers "warm" credits reimbursed from the state budget 427,3 million UAH.
