8 April Window in the village of Zastavnivsky district passed special tactical exercises on the theme: “the Actions of governing bodies and forces of territorial subsystem unified state system of civil protection Chernivtsi region in case of threat and occurrence of emergency situations of technogenic character as a result of leakage of chlorine at the station of the second lifting water Dniester-Chernivtsi". Participation in the exercise was attended by the employees of the office DSNS Ukraine in Chernivtsi region, state municipal enterprise "Chernivtsivodokanal", representatives of other services of civil protection and local authorities. The purpose of the exercise was to test the readiness of management bodies and forces of civil protection actions in emergency situations of technogenic character connected with chlorine and leak testing of the interaction between the services. According to the plan of the exercise, at the station water pipeline «the Dniester-Chernivtsi" as a result of violation of safety rules during the execution of unloading operations at the warehouse of chlorine, there was a drop of the container with liquefied chlorine. Because of this damaged two containers that got cracked. Spewed liquefied chlorine that was in the container, which begins to rapidly evaporate and create a cloud of infected air. It extends across the enterprise and in the direction of the Window Zastavnivsky district. In the area of chemical contamination is the personnel of the enterprise and inhabitants of the settlement. Station Manager reported the incident to all the services of civil protection and use the siren to alert personnel of the station. Rescuers have conducted exploration at the company and helped injured workers by passing their physicians. At the same time, employees of Management of SSES carried out works to eliminate the accident. Rescuers have carried out a calculation of the possible damage zone, put the container in the place of leak of chlorine bandage and to restrict the spread of the radiation cloud created a water curtain.
