In the Prosecutor's office of Volyn under the chairmanship of the Prosecutor of the region Dmitry Cepaka held a joint meeting of the leadership of the Prosecutor's office of area and heads of independent divisions of the National police, which discussed the problematic issues of combating crime in the area this year. Opening the meeting, the Prosecutor of the region noted that in the Volyn region has worsened the crime situation, however, the actual results of the work of the police to carry out certain article 2 of the Law "police act" of the task of combating crime, ensuring public safety and order, protection of rights and freedoms and interests of society and the state, are not yet available. So, for a certain period of the reform paralyzed the work of the police; the operational-search activity she's paralyzed now. And although staff numbers police actually has not decreased, work to prevent, identify and commit criminal acts not actually in progress. At first glance, the situation is not critical. The level of criminal offences per 10 thousand of population is lower than the national average. Decreased the number of homicides, grievous bodily harm, illegal taking vehicles. Fewer crimes committed by individuals who previously did it. However, one third of those recorded in Volyn violations – that grave crimes were committed and thousands more. More than half of all offences are recorded against the property. The lion's share of these crimes – theft, which in the field during the 1st quarter of this year were almost 2 thousand. Growth is fraud, robberies, extortion, robberies. Significantly increased in the number of accidents, including fatalities. Twice more, than in the country, in Volhynia remains the share of crimes committed by individuals with alcohol SP’intoxication. Significantly weakened the police to identify crimes in the sphere of turnover of narcotic drugs and psychotropic substances. Worrying about the state of disclosure of crimes, especially serious and extremely serious. But not eradicated cases cover criminal offences from registration . Significantly increased the balance of uncompleted criminal proceedings. Gross violation of the constitutional rights of citizens in criminal proceedings. Therefore, said the Prosecutor of the Volyn region, the measures taken by the police in the sphere of combating crime – not sufficient. The fight against crime, prevention of criminal offences requires immediate improvement. According to the results of the meeting Dmitry Chepak strongly recommended T. V. and. the head of the National police in the area,the chief of Department of protection of the economy in the Volyn region Department of protection of the economy and the head of the Third territorial Department (on service of Volyn, Zhytomyr and Rivne regions) of Department of counteraction of narcocrime National police of Ukraine and the head of Department of patrol police in the city of Lutsk to view the status of the organization of the work of their subordinates and to direct it to perform the primary task of combating crime, and therefore to ensure law and order in the region.
