Lutsk local Prosecutor's office was approved and sent to court the materials of criminal proceedings with the petition for application of compulsory medical measures in respect of 35-year-old villager Village Lutsk district, which in December last year committed hooliganism against a guy and intentionally caused serious bodily injury to another two men. Dec 26 about 13 hours and 45 minutes, near the house ¹48 along Liberty Avenue in the city of Lutsk he struck a passerby with one blow folding knife in the face, causing minor injuries. In less than an hour, outside in the Rivne regional center same knife he had stabbed one passerby blow in the right temporal area of the head, causing serious injuries. The same day, in the village Rovantsi, the guy was stabbed twice-in face and chest - his third victim, causing serious injuries. During pre-trial investigation'it turned out that according to the forensic-psychiatric expert male at the time of committing the alleged wrongful acts he had discovered the signs of chronic mental illness that deprived him of the ability to understand their actions and control them. Because he is a public danger for other people in the court had directed the petition for application to it of forced measures of medical character in the form of hospitalization in a mental institution with strict supervision. The decision of Lutsk city district court granted the motion. Background: according to paragraph 5 of article 94 of the criminal code of Ukraine hospitalization in a psychiatric institution with strict supervision may be applied by the court in respect of a mentally ill who have committed socially dangerous acts, floor’connected with the attempt on the life of other persons, and in respect of a mentally ill, which according to its mental state and character committed a socially dangerous act is particularly dangerous for companies and requires detention in a psychiatric institution and treatment in conditions of rigorous supervision.
