Experts of state financial inspection in Vinnytsia region during January – April 2016 provided the elimination of violations that led to losses of financial and material resources, in the amount of almost UAH 9 million. According to the materials of audits of the law enforcement agencies started 17 pre-trial investigations and handed one written notice of suspicion in committing a criminal offence. Since the beginning of year warned the use of financial resources in violation of the legislation on state procurement by abolishing 22 38 customers bidding on more than 40 million USD and by the termination of the agreement for almost 15 million USD. Also by results of 4 state of financial audits of installed inefficient use of budgetary funds and assets of business entities for more than 5.8 million USD. Still revealed more than 337 thousand UAH shortfall of funds and property that have led or may lead to losses, more than 108 thousand UAH of illegal use of funds and UAH 5.4 million of reserves to increase efficiency and improve financial and operational performance of business entities. In addition, the installed cost of local budgets of the Tulchin district of 1.9 million USD. According to the results of control measures for consideration by the heads of state enterprises and local authorities and self-government submitted 26 proposals for improving the effectiveness of management of state and communal resources. In 26 cases in institutions during audits which identified violations, applied to such measures as suspension of transactions with budget funds, the suspension of budgetary appropriations and reduction of budget allocations and expenditures. According to the results of control activities the heads of local authorities, enterprises, institutions and organizations took 39 management decisions. For committed financial irregularities 70 officials were brought to administrative responsibility, 26 – disciplinary and material, including 3 people were dismissed from their posts. For prevention and counteraction of legalization (laundering) of income obtained by criminal means, the State service for financial monitoring of Ukraine sent information on revealed financial transactions subject to financial monitoring, for a total amount of 7.7 million UAH.
