. Changes in the calculation of benefits and subsidies
According to the weekly monitoring as at 29 April 2016 in the field of subsidies for housing and communal services receives 195751 family (household). For January-March 2016 implemented charges for 1314,6 million hryvnia. Subsidies for solid fuel and liquefied petroleum gas (cash) is 1587 households. For January-March 2016 implemented charges for 2,6 million hryvnias. Most of the recipients recorded in Ternopil (37855), Ternopil (12227), Zbaraz (11952), Husyatyn (11495), Kremenets (11849), Terebovlia (11419) areas. To the resolution of the Cabinet of Ministers of Ukraine as of 6.06.2014, No. 409 "On establishment of state social standards in the sphere of housing and communal services” and other documents that govern the provision of benefits and subsidies, April 27, as amended, which came into force on 30 April 2016. WHAT HAS CHANGED FOR INDIVIDUALS WHO ENJOY PRIVILEGES AND GRANTEES The changes provided by the resolution of the Cabinet of Ministers of Ukraine from 27.04.2016 g No. 317, concerning standards and factors for individual heating gas, which are used for the purpose of benefits and subsidies. in particular: With the aim of bringing the norms of consumption of utility services to the real volumes of consumption of reduced social norm (rate of use of natural gas for individual heating with 7 to 5.5 cubic meters per 1 square meter of heated area per month during the heating season) - this change will be taken into account when providing subsidies in the next heating period; - increased correction factors for individual heating of natural gas to consumers who live in high-rise buildings (5 floors and above). The resolution of the Cabinet of Ministers of Ukraine from 27.04.2016 g No. 319, which entered into force on 30.04.2016, a number of changes regarding the appointment and grants, as well as on the definition of comprehensive income in the provision of benefits, namely: - the right of beneficiaries to receive benefits subject to the income will be determined at 12 months (previously 6 months). - citizens who have privileges on payment of housing and communal services and to apply for subsidy benefits for the period of the receipt of the grant not be awarded. Relatively unused during the heating season grant amounts: After the end of the heating season, the amount of unused subsidies for payment of services of Central heating (heat supply) is returned to the manufacturer/contractor for such services in the budget in its entirety on the basis of the reconciliation statement drawn up together with the structural division in the field of social protection of the population; Part of the unused amount of the grant to pay for the services of individual heating (heat supply), an equivalent value (as of may 1, the new summer season) 100 cubic meters of natural gas or the cost of 150 kWh of electrical energy (in the case of natural gas/electric energy for individual heating), credited by the contractor/manufacturer as payment for services, including mandatory payment of part of the household, for the following periods.The other part of the unused amount of the grant to pay for the services of individual heating (heat supply), in addition to funds remaining in the accounts of the household (mentioned above), returned to the manufacturer/contractor for such services in the budget based on the reconciliation statement drawn up together with the structural division in the field of social protection of the population. To return to the budget shall be assessed the amount of subsidies, but not used due to their economical consumption for other services, i.e., water and sanitation, electricity for lighting homes. For the calculation of comprehensive income: - in the calculation of grants takes into account the total family household income for the previous calendar year, or for 9 months of the previous year, provided treatment during the 1st quarter of the current year (3 months of income are already excluded); - orphanages of family type subsidy will be appointed by decision of the Commission based on the number of children who actually live in the house (children may not be registered).
