Assignment and payment of social assistance is carried out by the departments of labor and social protection of population at the place of residence of a representative low-income families. In the case when adult family members are seeking the appointment of social assistance actually live together, but are registered at different addresses, the authorized representative of the family making the application a certificate about family composition and about the failure to receive such help in organs of work and social protection of population at the place of registration. The amount of assistance is the difference between the level of basic subsistence for the family (determined annually by the state budget law) and her average monthly gross income, but cannot be more than 75% of the level of subsistence for families. The average total family income is determined according to the Method of calculating total family income for all types of social assistance, approved by the Ministry of labor, Ministry of economy, Ministry of Finance, Goskomstat and Derzhkomzem, jamelody. The amount of social assistance is determined based on the level of subsistence. The level of subsistence allowances to various categories of persons each time are determined by the law on budget for the year.
