Said the head of the regional Center for the prevention and fight against AIDS Igor Matkovsky during a press conference held at the press center of the Department of information activities and communications with the public RSA. Also according to him, in the course of 2015 in Vinnytsia region 85 children born to HIV-infected women. This is the highest figure for all years of observations for this category of population. "We believe that the majority of children (98%) are healthy, because they and their mother received prophylactic treatment. The region's approximately 6-6,5 thousand people with HIV/AIDS, so we suspect that not everyone knows about their HIV-positive status. Every year there are about 300 new people with this problem", - said.Matkovsky. At the same time, he said, for the first years of monitoring HIV infection in the region is observed to be positive from the treatment. Thus, in the region died from AIDS: in 2009, 58 in 2010 to 43 in 2011 and 58 in 2012 and 56 in 2013 – also 56, 2014 – 52, 2015 – 44". However, as noted by the head of the world war II VBO "all-Ukrainian network of people living with HIV/AIDS" Oksana Shevchuk, the situation would have been better if the government provided 100% of treatment. "As of April 1 in Ukraine by the state budget 353 43 treated patients, 19 of 496 patients receiving treatment for the funds of the Global Fund, which buys medicine all-Ukrainian network of people living with HIV/AIDS. The estimated number of HIV-positive in Ukraine reaches 230 thousand, and now the treatment is getting only a quarter. According to the General state program on the fight against AIDS, in 2016, the treatment must be 105 748 thousand people, and is now treated with only 64 029 . The state is not fulfilling its obligations regarding the treatment of HIV-positive. In 30 years of the epidemic in Ukraine died of AIDS 39 085 children. But all these people could live if they would be given the necessary treatment. If every HIV-positive people in Ukraine will get drugs, to live and to benefit", – said Alexander Shevchuk. According to her, their organization has sent a letter to the Cabinet of Ministers of Ukraine and the Ministry of health with the requirement to provide 100% treatment for every HIV-positive person in 2016. From HIV-infected mothers over the whole observation period 769 children were born. On 01.05.2016 the city only receives antiretroviral treatment in 1347 patients, including 39 children (including 3 teenagers). The number of AIDS cases: 152 in 2009, 177 in 2010, in 2011 – 183 (3.4% more than the previous year), in 2012, 183 in 2013, 172 people living with HIV. sick with AIDS (6% less than last year), in 2014 - 223 ( 30% more than last year), in 2015 – 183 ( 22% less). A growing number of cases and proportion of cases of HIV village residents (10% over the last 5 years). In the structure of ways of HIV transmission in 2015 dominated by, and for the past 5 years, sex – 61,4%, in parenterally injecting drug use route of infection is 105%, from HIV-infected mother to child – to 27.7%. Despite the unfavorable conditions for the growth of counter measures against HIV infection is currently managed: ? reduce the rate of spread of HIV; ? to cover medical services for the prevention of HIV/AIDS 70% of at-risk populations; - to provide antiretroviral therapy to 84.5% of people (from needy); - provide training 60% of students in programs for the development of life skills on healthy lifestyle and prevention of HIV/AIDS; is to provide patients with HIV-infection/AIDS anti-retroviral therapy at the appropriate level; - to reduce the level of HIV transmission from mother to child to 3.03 %; - to ensure 100% of children born to HIV-infected mothers, early detection of infections; - to provide access to substitution therapy and rehabilitation programs for injecting drug users; - to establish a system of voluntary counselling and testing for diagnosis of HIV/AIDS at the initial stages; - to ensure the development of a network of specialized services and institutions providing social services to people with HIV; - to create a system of training and advanced training of the specialists involved in work on HIV/AIDS (international training center on HIV-infection/AIDS on the basis of the regional AIDS Center). - to establish cooperation of the AIDS Center with non-governmental organizations that work in this direction. Decision No. 45 of the Vinnytsia regional Council in the 4th session of the 7th convocation from 11.02.2016 G. approved the program "the Future of Vinnytsia region in the preservation of citizens 'health", which reflects all the activities for prevention and fight against HIV/AIDS by 2020.
