subsidies to individuals who are eligible for benefits The resolution of the Cabinet of Ministers of Ukraine from 27.04.2016 ¹319 "On amendments to some resolutions of the Cabinet of Ministers of Ukraine" stipulates that the persons who are entitled to benefits on payment of housing and communal services, the acquisition of solid fuel and liquefied gas, with the appointment of subsidies is taken into account the cost of fees for services excluding benefits. In the case of appointment to such persons housing subsidies they do not accrue the related benefits. About the period of recognition of revenue for the appointment of subsidies Excluded norm about possibility of appointment of subsidies on the basis of income for the three months preceding the month from which the grant is assigned, as well as regarding the amount of the pension for the last month before treatment. Now the subsidy is calculated on the basis of income for the previous calendar year, and the subsidy for reimbursement for payment zhilishchno-utilities is assigned in the first quarter, on the basis of income for the first three quarters of the previous calendar year. In the computation of income for purpose of subsidies Increased amounts of income, which are accounted for in comprehensive income for individuals – entrepreneurs who chose a simplified taxation system and are payers of the single tax, to: ? two sizes of the subsistence minimum established for able-bodied persons – single tax payers of the first group; ? three sizes of the subsistence minimum established for able-bodied persons – single tax payers of the second group, ? the four sizes of the subsistence minimum established for able-bodied persons – single tax payers of the third group. For students of day form of education, having parents that are registered and do not receive a stipend, as well as for persons, consisting on the account in the employment center and do not receive unemployment benefits, whose average monthly income is less than the subsistence minimum established for able-bodied persons, to total income for each month is considered income at the level of the subsistence minimum established for able-bodied persons. From the list of persons with income which takes into account the actual size of social benefits excluded persons who receive assistance for the care of a disabled group or a person over 80 years of age. Thus, in the gross income of such able-bodied persons take into account the income level of the two sizes of the subsistence minimum established for able-bodied persons, or in the case of adoption of the relevant decision by the Commission to persons living in families in difficult life circumstances – one the subsistence minimum established for able-bodied persons. Regarding the period for which the grant is assigned The subsidy for reimbursement for payment zhilishchno-utilities is assigned from month of application for its appointment before the end of the heating season, but not more than 12 months. Because according to the Position of the heating season ends on 30 April, subsidies for housing and communal services, which will be appointed in may 2016 – April 2017 (including the next period without treatment of citizens), will be appointed until April 2017. On return of the unused balances of subsidies The decree foresees a return to the state budget after the end of the heating season, the producers/providers of the amounts of unused grants to pay for heating. Specified is based on the reconciliation statement drawn up by the manufacturer/contractor services structural division on issues of social protection of the population. Without returning the unused portion of the grant equivalent to the cost of 100 cubic meters of natural gas or the equivalent of 150 kWh of electrical energy (in the case of the use of these energy sources for individual heating), which is counted by the manufacturer/contractor services: payment services, including the mandatory payment of part of the household, for the following periods. Thus, the manufacturers/providers have to determine the amount of unused balances of subsidies for payment of heating in the accounts of recipients of subsidies (with the exception of the equivalent of 100 cubic meters of natural gas and 150 kWh of electrical energy, when used for heating, according to the prices and rates as at 01.05.2016) and prepare a reconciliation statement with the body of social protection of the population in total amount of residues that is returned to the budget. To return to the budget shall be assessed the amount of subsidies, but not used due to their economical consumption for other services, i.e., water and sanitation, electricity for lighting homes. Regarding payment for services by recipients of grants According to the Decree, citizens who are assigned to the subsidy for reimbursement for payment zhilishchno-utilities are obliged to pay the cost of services actually consumed is based on the size of assigned subsidies. In the case of non-payment of the equivalent value of the grant shall be terminated on the performance of service providers. Thus, service providers controlled the payment of mandatory fee shares, but the total volume of services consumed, and in case of availability of funds and accounting of consumption of utilities in amounts smaller from social norms, the recipient may be paid not in full the mandatory share payment. The changes provided by the resolution of the Cabinet of Ministers of Ukraine from 27.04.2016 g No. 317, concerning standards and factors for individual heating gas, which are used for the purpose of benefits and subsidies. in particular: With the aim of bringing the norms of consumption of utility services to the real volumes of consumption of reduced social norm (rate of use of natural gas for individual heating with 7 to 5.5 cubic meters per 1 square meter of heated area per month during the heating season); - increased correction factors for individual heating of natural gas to consumers who live in high-rise buildings (5 floors and above).
