In Zhytomyr, the experts will hold a seminar on practical issues of decentralization
30 and 31 may 2016 in Zhytomyr held a seminar-workshop "Decentralization in practice". The event will be held in the framework of the project "Decentralization in practice II. The Polish experience of decentralization and self-governing education for community leaders from 7 regions of the Central Ukraine" with the support of RO ASU Zhytomyr and Zhytomyr regional state administration. Participation is open to residents of Zhytomyr region – individuals who prepare and implement the reform of self-government in Ukraine: representatives of local governments and state officials, community representatives, social activists, representatives of NGOs. The speakers will be Polish and Ukrainian trainers and experts of the Polish local authorities (voity, mayors, experts) who possess a wealth of experience and significant achievements in the management of local authorities, experts on local government issues, cooperation with public organizations and business. Theme of the seminar-workshop, in particular, will be: • The structure and functioning of local governments in Poland – relevant, General characteristics; • The objective of the decentralization reform in Poland. The creation of communities and their powers; • Administrative reform – government of society: Legal aspects and characteristics of local authority community – the example of the rural community (General characteristics the territory of the community; authorities; organizational structure, Statute, regulation, budget); • Administrative reform of County government: law and the characteristics of local government of the County; • Primeiro a solution together! The participation of local community in the formation of public decisions (public participation, strategic planning); • Experience of decentralization of government in Poland and its implications for the development of communities and regions. The number of places is limited! To participate in the workshop need to fill the APPLICATION FORM before 23:59 on 25 may. The selection results and other organizational details of the participants will be informed until may 27. Participation in the seminar is free. The organizers will cover travel expenses and meals during the workshop.
