PURPOSE AND OBJECTIVES Competitions are held to: the popularization of Amateur football among the population and attract the masses to engage in physical culture and sports; employment of children and young people in the summer; urge residents to an active and healthy lifestyle; formation of Patriotic feelings, a responsible attitude to the competition and team cohesion; the winner and prize-winners of competitions. II. GUIDE General management of competitions is implementing KZ Lutsk city center physical health “Sport for all” in partnership with the Committee for physical culture and sports Lutsk city Council and the football Federation of Lutsk. Direct organization of the competitions rests with the event organizers. III. TIME AND VENUE The competition is held in may and August 2016 sports fields with artificial turf rose city of luck (according to calendar of events). IV. PARTICIPANTS To participate in the competition allowed teams of respective age groups: - Junior team — 15 — 19 years; - adult structure is 20 years and older. Participants in the above age groups will be selected according to neighborhoods and yards. The team involves at least 5 players (applications up to 12 people +2). In the game on the field participate in the 4 field players and a goalkeeper from each team (reverse substitutions allowed). Prerequisite is shoes with soft soles without studs. V. APPLICATIONS Applications should be submitted to the organizing Committee before the competition. The application shall contain the name and the player's name, year of birth, home address. Each player must have supporting documents (birth certificate, passport of citizen of Ukraine or passport). To participation in competition are not allowed: Professional footballers; Athletes announced in the competitions of the Junior football League of Ukraine (the 2015-2016 season); Athletes announced in the competitions of the Junior football League Volyn (major League season 2015-2016 year); The athletes claimed the championship of the Volyn football (major League, adults the compositions of the 2015-2016 season g ); Athletes that were stated in the season 2015-2016, in the championship of Ukraine on Futsal (extraleague, first League); Athletes that were announced in the 2015-2016 season in the League Volyn region Futsal super League, the highest League). In case of absence or wrong registration of team for the competition are NOT ALLOWED. In case of absence of the document confirming the player to the competition is NOT ALLOWED. VI. CONDITIONS OF THE Competitions i, II And final rounds are held on the football field with artificial turf 40 m x 20 m according to the rules of the game in mini-soccer (under calendar of events). In the first stage, by a draw, teams will be divided into groups and will play in one round (each with each). Team, 1st place in groups and 3 best runners-up advance to the next stage II where according to the draw define 4 pairs semi-final stage (1/4 finals). The winners of the semifinal stage are in the final stage, where they determine the winner and prize-winners in games between themselves according to the principle "each with each". Time of game – 2 halves of 10 minutes break — 5 minutes. The winning team gets 3 points for a draw 1 point, for defeat – 0 points. For failing to appear for a game the team loses with a score 0:3. A player receiving a red card, is automatically disqualified for the next game. For gross unsportsmanlike conduct, the period of Ineligibility may be extended until the completion of the competition. The game is played with a ball for Futsal. The competition organizers reserve the right to changes and additions to this Provision VII. THE WINNER In the round Robin system, the winner is determined by the largest sum of points in all matches. In case of equality of points if two or more teams the winner is determined successively by: the best difference of scored and missed goals in all matches; a large number of goals scored in all matches; the result of a personal meeting; the best difference of scored and conceded goals in the games between them; a large number of goals scored in the meetings between them. In the meetings of the semi-final stage after a draw in regulation time team penalty – 3 penalties each. If the winner is not revealed, the teams kick 1 penalty kick until a winner is determined. VIII. CREDENTIALS COMMITTEE The credentials Committee held 30 minutes before the start of the game. SAFETY DURING COMPETITIONS In accordance with the regulations on the procedure for preparation of sport structures and other specially allotted places for holding of mass sports and cultural events, approved by the decree of the Cabinet of Ministers of Ukraine dated 18 December 1998 No. 2025 training and proper technical condition of sports facilities rests with the owners. Events are held only for sporting facilities accepted for operation by the commissions for monitoring the condition of sports constructions, the jury, under strict observance of existing norms and rules of exploitation, technical standards, rules of sports, rules of conduct for participants and spectators, fire safety rules, regulations and the like. Monitoring the preparation of sports facilities and safety during carrying out of competitions is carried out by the working Commission which structure included relevant experts, representatives of the organizers and owners of sports facilities and other interested agencies and organizations. Failure to comply with the requirements of the specified Rules that became the reason of an emergency during the event, entails the responsibility stipulated by the current legislation of Ukraine. XII. MEDICAL SUPPORT OF THE COMPETITION In accordance with the "regulations on medical support of sports events", approved by order of Ministry of health of Ukraine dated 27.10.2008 No. 614, medical support of sports events is carried out by the Ukrainian center for sports medicine, regional and urban clinics, centers, regardless of their departmental subordination, offices of sports medicine treatment-and-prophylactic institutions the network. For medical support of the competition, highly qualified medical professionals. The presence of a doctor of sports medicine compulsory at competitions of all levels. The doctor of competitions is a member of the jury on the rights of the Deputy chief judge. All his decisions within the competence are obligatory for participants, judges and organizers. PROTESTS Protests are submitted by the team representative to the chief judge no later than 24 hours after the game. XIV FINAL PROVISIONS Consideration and decision of all disputes arising between teams, officials, athletes shall be made exclusively under the jurisdiction of the organizer of the competitions in accordance with the regulations and this Provision.
