Ivano-Frankivsk: MPs demand from the government to change the order of calculation for gas utilities city

The adopted regulations do not provide equal rights and interests of all parties involved in the process of production,transportation and supply of thermal energy. In the conditions of sharp growth of tariffs for thermal energy for the population and, accordingly, decline of ability to pay for consumed heat, approved the Procedure only aggravates and so it is extremely difficult financial condition, and imposes enormous unilateral preferences of the NJSC "Naftogaz of Ukraine". The method of calculation of the normative of deductions from the special account of the enterprises of a heat supply on account of "Naftogaz of Ukraine" the order established by CMU resolution No. 217 as amended by the decree of the Cabinet of Ministers on 18.12.2015, No. 1086 does not allow proper functioning as the heatsupplying enterprises and settlements where they are located. So the norm of the transfer of funds to the current account of DMP "Ivano-Frankivskteplocomunenergo" from the provision of services of Central heating and hot water supply services population is 20, and 96% from the sale of thermal energy and hot water supply services, public institutions and other consumers of 10.61 % And 10,95 % ? respectively. Funds in the amount of about 500.0 thousand UAH. which will remain available to the company in the summer, enough even to payroll (monthly PAYROLL deductions PAYROLL is 3 million UAH). Not paid accounts remain on cold water will not have enough funds for implementation of investment programs the company has no funds to prepare for the heating season and maintain the normal operation of the technological equipment during the heating season. Given the foregoing Ivano-Frankivsk city Council requested amendments to the above resolution and order which would allow to balance the interests of all participants of the settlement and to establish a fair procedure for the distribution of funds on current accounts with special mode of usage of the enterprises of a heat supply for settlements with a supplier of natural gas-otherwise lobbying the NJSC "Naftogaz of Ukraine" will lead to the degradation and total destruction of one of the most strategic sectors of the economy – heating.
