Chernigov: Vladislav Atroshenko: the underpass near the hotel "Ukraine" in the city centre needs to be renovated for the winter
This instruction was given Chernihiv city mayor during a meeting of the Executive Committee of the city Council July 7. So, at this meeting, the Executive Committee cancelled its previous decision of 3 July 2013 on the definition of the customer on reconstruction of the underpass at the crossroads of the avenues of Peace and Victory. As previously reported, the decision of Executive Committee dated 3 July 2013 municipal enterprise "Chernigovstroyinvest" the city Council is mandated to conclude an investment contract for the reconstruction of the underpass at the crossroads of the avenues of Peace and Victory with the winner of the open competition for the best investment proposal – limited liability company "Clubinvest". A fundamental requirement for performance of all complex of works on reconstruction of the underpass is the timing of design and construction works, which shall not exceed one and a half years from the date of approval of urban conditions and restrictions land development by the Executive Committee of the city Council. However, the period of performance, OOO Clubinvest" expired on 15 January 2015, because of urban conditions and restrictions of the municipal enterprise "Chernigovstroyinvest" city Council for the reconstruction of the underpass with the increase of its area on the crossroads of the avenues of Peace and Victory were approved and granted by decision of the Executive Committee of 15 July 2013, and the decision of 18 November 2013, changes were made. In connection with concluded in a fixed term investment contract between KP Chernigovstroyinvest" the city Council and LLC "Clubinvest" members of the Executive Committee recognized the paragraph 4 of the decision of the Executive Committee dated 3 July 2013 invalid. Because during this time the investor has only developed the project of reconstruction. Chernihiv city mayor said that the city government is ready for dialogue and for several months negotiating with the investor in determining the timing of the execution of the works, however, he is avoiding signing any binding agreements in relation to the timing. Vladislav Atroshenko stressed that this is the most important underground passage at the Central part of the city and it must be repaired before winter, because in such a poor condition it is very dangerous to Chernigov. As a possible variant it is suggested to find funds in the city budget, primarily for the repair of the steps of the transition before the onset of cold weather, and later, another investor must continue to complete reconstruction of the underpass.
