Urban conditions and restrictions of building land plot on the street.Poltava, 1,issued by OOO "Stroitel", repealed July 12 decision of the Executive Committee. This decision was made for the first time on the recommendation of the working group established by order of the mayor to examine the legality of the construction of an apartment building with underground Parking on the plot. MPP "the Builder" on a land area of 0,1445 ha, vul. Poltava,1, had intended to build two semi-detached three storey house with an attic floor with maximum height of buildings to 15 meters, built-in and attached Parking, courtyard with children's Playground and a Seating area. The land is within zone II regulation of development of the Central historic area of the city. of Chernivtsi with special regime of use of the territory, where the remains of the farmstead character of the building maximum permissible height of new buildings may not exceed 7 meters. Thus, the parameters of the possible altitude of the object up to 15 meters does not correspond to the maximum allowable height of buildings in the area. In addition, attention is drawn that the Ministry of culture of Ukraine, as required by the legislation in the sphere of cultural heritage protection, has not agreed to the developer istoriko-town-planning justification. The developer recommended the intentions of the development of the specified land to be brought into conformity with the requirements of the historical-architectural basic plan of the city of Chernivtsi and the current legislation in the sphere of urban development and cultural heritage protection. Mayor Alex Kaspruk said that the city will be strengthened control over observance of the legislation of the developer, primarily on objects of housing construction. “we Have problems with the construction of apartment houses in the city. Some developers carried out these activities without getting the appropriate permissions, despite urban conditions, with other disorders “ that – said Alexey Kaspruk. He said that until the beginning of August, the Inspection of state architectural-building control of the city Council will receive from the State architectural and construction inspection of Ukraine of powers on provision of administrative services to purchase the right to perform preparatory and construction works, implementation of architectural-construction control and acceptance into operation of completed construction projects. In addition, mayor Alex Kaspruk offers to develop effective procedure for ensuring public and parliamentary control over the observance by the developer of the requirements of the legislation in the sphere of urban development and cultural heritage protection.
