Chernivtsi: the unused amounts of housing subsidies back into the budget
resolution of the Cabinet of Ministers of Ukraine from 27.04.2016, ¹319 "On amendments to some resolutions of the Cabinet of Ministers of Ukraine" provides for the return to the state budget after the end of the heating season, the producers/providers of the amounts of unused grants to pay for heating. The refund is made on the basis of acts of reconciliation, composed of producers/providers of services with the structural divisions on the issues of social protection of the population. Without returning the unused portion of the amount of subsidy equivalent to the cost of 100 cubic metres of natural gas or the equivalent of 150 kWh of electrical energy (in the case of the use of these energy sources for individual heating), which is counted by the manufacturer/service provider as payment for services, including a compulsory part of the household for the following periods. Based on the above, the manufacturers/providers have to determine the amount of unused balances of subsidies for payment of heating in the accounts of recipients of subsidies (with the exception of the equivalent of 100 cubic meters of natural gas and 150 kWh of electric energy when used for heating, the prices and tariffs as 01.05.2016 g.) and prepare a reconciliation statement with the body of social protection of the population in total amount of residues that are returned to the budget. Currently this mechanism is being worked out. Similarly, in accordance with the requirements of the decree of the Cabinet of Ministers of Ukraine from 30.10.2016, No. 1037 "About carrying out recalculation of cost of services of district heating depending on the outside air temperature in June 2016 district departments of social protection of population of the Department of labour and social protection of population of the city Council according to GKP "Chernivtsiteplokomunenerho" actual monthly payment for heat supply services provided during the heating period 2015-2016 held recalculation of the assigned subsidies to citizens, in houses which no metering of heating energy use. The results of the reconciliation of accrual adjusted public funds in the form of housing subsidies totaling more than 4 million UAH. However, receiving messages from Inc "Chernivtsiteplokomunenerho" about the need to pay debts for services of a heat supply has led to mass requests of recipients of housing subsidies in regional management of social protection of population of the Department of labour and social protection of the population for the appropriate explanations, not agreeing with the set amount of debt. Analysis study of the situation established that in most cases the citizens do not pay compulsory share for services rendered, which was mentioned in the reports on the granting of housing subsidies, and has made payment for services according to specified Inc "Chernivtsiteplokomunenerho" in the monthly statement. Additionally, if not conducted by grantees payment for excess heated area in full according to the rate, it also led to the formation of debt. However, if the recipient of grants paid mandatory part of the payment, and had paid for the excess heated area (in this case, it is necessary to apply to subscription Department of the enterprise to clarify the reasons for the formation of debt on payment for the rendered service (the debt of the previous period).
