18 August, during a comprehensive inspection of the implementation of state policy in the field of civil protection and the organization of work on technological and fire safety in the village. Vladimirets Volodymyrets district in the Central district hospital took place tactics-special doctrines. During the event, the Commission gschs of Ukraine checked readiness of the emergency services district joint action in the event of an emergency at about’object with mass stay of people. Thus, according to the tactical plan, in the boiler room on the hospital grounds for the violation of technological process (depressurization of the boiler explosion with further burning. As a result of partial destruction of building structures under the rubble were two workers. Immediately after receiving the signal about the incident on phone of service of rescue " 101», the call was immediately sent divisions of gschs, the interior Ministry, gas, medical and energy services, heavy engineering equipment of public utilities for parsing structures. Police was organized on duty at the scene around the perimeter. Using the heavy engineering equipment, rescuers together with employees of public service conducted the analysis of the destroyed structures and found two victims. People immediately took out from the danger zone and transferred to workers of an emergency medical service. Meanwhile, employees of the gas service turned off the gas supply to the building and conducted measurements of air gas content in it, and energy spent de-energizing the boiler room. After that, firefighters quickly liquidated a conditional fire. For elimination of a conditional emergency were involved in 6 units of special equipment and more than 20 people, including GU gschs of Ukraine in the Rovno area 1 fire-rescue vehicle and 7 rescuers. For operating units of the rapid response were monitored closely by experts of the Commission of the SSES of Ukraine, which at the end of the exercises gave a principled assessment of the work of each civil protection district.
