In Vinnytsia region as a reminder of the inadmissibility of burning crop residues

Protection and rational use of natural resources is one of the tasks of state administration and local self-government. Modern realities brought to the fore the environmental problems associated with burning of crop residues and dry natural vegetation and pose a serious threat to human health and the natural environment. Studies of the effects of such burning is established that in conditions of low soil moisture not only burns plant organic matter, and humus are the most fertile surface layer. When burning stubble winter wheat on one hectare is destroyed is the quantity of organic matter, which can only be reversed by introduction of 40 tons of organic fertilizers per hectare. Sharply deteriorating water-physical properties of the soil, number of microorganisms is reduced by an average 10-60%, depending on their type. In this connection it may be mentioned that the formation of 1 cm of topsoil takes about 100 years. However, the layer of topsoil in some places in Vinnytsia region for two and a half thousand years ago was more than one meter! This layer of topsoil is fixed under the embankment of Kurgan of the Scythian period at p. stepanivka, Vinnytsia district. Thus, the fire destroyed not only the dry vegetation, but the flora and fauna of the upper layer of the soil, killing insects that are plant pollinators, their larvae, earthworms and other organisms that are involved in soil formation. If the fire spread to the adjacent territory, which happens quite often, seeds are destroyed and roots of living plants. Depleted composition of herbs, because it burns the seeds of annuals, biennials and some perennial plants and a layer of dry grass, held the moisture, peregreva, creating a microclimate for the existence of many plants, animals, insects, formed the soil. Destroyed the humus, deterioration of soil quality, which leads to lower yields, reduced their protarsi resistance. Annual Pala in the same place lead to changes in species composition of vegetation and mowing becomes a plantation of coarse weeds. An alternative to the thoughtless burning may be the use of biodestruktorov stubble, which accelerate formation of humus and improve soil quality. Vinnytsya region has for many years successfully working enterprise that produces, bodystructure plant residues. The current legislation of Ukraine provides the possibility and conditions for roasting of dry vegetation, as well as responsibility for their violation. This is stated in paragraphs "b", article 91 (obligations of owners of plots of land), article 96 (obligations of land users), which require users and owners to comply with the requirements of legislation on environmental protection, V. 211 of the Land code of Ukraine stipulates responsibility for violation of land legislation. Article 56 of the law of Ukraine "About protection of lands"; provided that legal and natural persons guilty in violation of legislation of Ukraine on protection of land liable under the law. The application of disciplinary, civil, administrative or criminal liability does not absolve the perpetrators of compensation for damage caused to land resources. The harm caused by violations of the law of Ukraine on protection of land, shall be reimbursed in full. Department of environment and natural resources regional state administration refers to all the responsible persons to take measures to prevent the burning of stubble and to ensure the observance of technological discipline with the specialists of agricultural production.
