August 19 in the course of a comprehensive inspection of the implementation of state policy in the field of civil protection and the organization of work on technological and fire safety in Kostopol in apartment p’alipbergenov residential building held special tactical exercises. During the event, the Commission gschs of Ukraine checked readiness of the emergency services district joint action in the event of an emergency at about’object with mass stay of people. So, according to a tactical plan, as a result of explosion of the gas mixture at the 4th floor of a residential building on fire and collapse of the structures of the last two floors, injuring 15 people. Immediately after receiving the signal about the incident on phone of service of rescue " 101», the call was immediately sent divisions of gschs, the interior Ministry, gas, medical and energy services, heavy engineering equipment of public utilities for parsing structures. Police was organized on duty at the scene around the perimeter. Using the heavy engineering equipment, rescuers carried out the analysis of the ruined structures found conditional victims, carried them out of the danger zone and transferred to workers of an emergency medical service. Meanwhile, employees of the gas service turned off the gas supply to the building and conducted measurements of air gas content in it, and energy held a blackout at home. After that, the firefighters filed for fire extinguishing water barrel. At the scene was established headquarters for disaster relief headed by the first Deputy Chairman of regional state administration Oleksandr Koval. A total elimination of a conditional emergency attracted 15 vehicles and about 40 people, including GU gschs of Ukraine in the Rovno area 2 fire rescue vehicle and 10 lifeguards. For operating units of the rapid response were monitored closely by experts of the Commission of the SSES of Ukraine, which at the end of the exercises gave a principled assessment of the work of each civil protection district.
