Therefore, the best solution is the use of an ESCO mechanism of attracting investments for energy service companies in energy modernization of budgetary institutions: insulation of facades, cellars, attics, replacement of Windows, upgrading lighting, installing meters, and so FORTH and the like. "ESCO-mechanism is that of energy efficiency measures in schools, kindergartens, hospitals and other institutions introducing investors – energy service companies, both Ukrainian and foreign, for their own or borrowed funds", – said Serhiy Savchuk. It is important that the ESCO company assumes the financial risks from the implementation of energy efficiency project, assumes full responsibility for the quality of work and is interested in maximum cost savings for housing and communal services. "ESCO mechanism is an available tool for attracting investments in the energy modernization of budgetary institutions, which is widely used in Europe and has already started to act in Ukraine. You need to convey the benefits of its use to municipal leaders, public institutions and the population", – said the Chairman of the Agency.
