In particular, one of the problems is that in 2014 in Ternopil introduced the so-called “single” tariff, when consumers pay the entire cost of services during the heating period, - says the Deputy mayor. - Early in the heating period, the population paid only two-thirds of the cost for services, and one third in summer season. For the consumer, this calculation reduced the burden on the family budget, and for the company - ensured the planned receipts at a time when it is necessary to spend preventive works and preparation for the next heating season”. “We are fighting so that every consumer had a device of hot water in the apartments at the same time the current system provides for a towel, the heat loss which go beyond the counter,- noted Vladyslav Stemkovskyy. - There is also the problem of hot water supply in summer season. This year only three cities in Ukraine served the hot water in the summer, including Ternopil. Monthly losses of the hot water supply for the company exceeded two million hryvnia, and it works because it receives almost every month a subsidy from the city budget". It also remains urgent problem of compensation of difference in tariffs. According to estimates of the city, from the state budget", Ternopolgorteplokommunenergo” needs to repay almost 55 million. “In the heat sector there are Bank accounts through which funds are automatically debited for gas. In fact, this system destroys the industry, as the company «Ternopolgorteplokommunenergo” is not a penny of working capital, and all repairs and other expenses occur at the expense of the city Council", - added the Deputy mayor. Vladyslav Stemkovskyy noted that it is necessary to decentralize the tariffs, i.e. the tariff rate should be determined at the city level and this initiative has previously supported the Association of cities of Ukraine.
