September 14, during his working visit to the city of Chernigov Minister of social policy of Ukraine Andriy Reva visited the Department of social benefits and subsidies and Management office of labor and social protection of the population of Desnyanskiy district in the city of Chernigov Council, where he used the opportunity to communicate directly with employees and with consumers of social services. In addition, the Minister inspected the base of Chernigov centre of medical social rehabilitation of disabled children "Revival". He noted the high level of the institution and the effectiveness of its assistance. The administration of the center Andrey Reva discussed the prospects of establishing an office of palliative care on the basis of "Revival". Later, the official took part in the meeting of the expanded Board of Chernihiv regional state administration, which discussed the readiness of fuel and energy complex, housing and communal services and social sphere for autumn-winter period of 2016 and 2017. After work at the meeting of the Board Andrey Reva talked to local journalists. The Minister of social policy of Ukraine during a press briefing noted that the Government has embarked on the modernization of social standards. — If to speak about improving the quality of life, it is, of course, the updating mechanism of social benefits. For Ukraine it is necessary not only to index the minimum pension and salaries, but to raise them as a percentage, — the Minister noted. The official spoke about the plans for the recalculation of pensions to those who started to their to 2008. The complexity of this process consists of "patching holes" in pension provision, and it is about 65 billion hryvnia. — The government's policy is to improve social standards - salaries and pensions. But not just to raise but to return to social justice. We can't all get a pension raise. We need to make sure that people received them put. The Minister said about the features and benefits for retirees who are internally displaced. In particular, he stressed that in order to obtain the funds necessary to write the application in any branch of the Pension Fund of Ukraine that is controlled on the site. The pensioner may, if desired, to settle in any of the regions of the state. However, to avoid speculation, this person should not be in the occupied part of the country for more than two months, if such fact is established, payment of "frozen". The official told about the "gas policy": — The rental fee in the price of gas is 70%. From 1 January 2017 it will fall to 29% because the relevant law has been adopted. This will allow the businesses of the company to increase spending on exploration and drilling of new wells. Before enterprises tasked in 2020 to increase gas production to 7.5 billion cubic meters. If it does, then more than 20 billion cubic meters of gas will be purely Ukrainian. Another 10 billion will be mined by private entities. Thus the need of Ukrainians in the "blue fuel" will be executed. However such plans of Cabinet, stressed the official, not like gas importers. Andriy Reva drew attention to the mechanism of installation of gas meters on an apartment building: — The law clearly States that the structure which supplies the gas needs to equip gas meters the households. Instead of having to follow the law, monopoly enterprises went the other way — began to put counters on the house. However the consumer is a specific household, not the house as a whole, as recorded in the contract. Therefore, such actions can serve as the reason of filing a lawsuit in court. Also during communication with journalists, the Minister stressed the importance of the quality of reforms, particularly in terms of decentralization, which is already showing good results in Chernihiv.
