Volyn: a joint meeting of heads of law enforcement agencies on combating illegal production and turnover of amber
the Prosecutor's office of Volyn under the chairmanship of the Prosecutor of the region Maxim Kirichuk took place the joint meeting of heads of law enforcement bodies and Executive authorities of the region discussed the status of the counter in the illicit production and trafficking of amber, including his contraband movement across the state border, as well as the state organization of pre-judicial investigation in criminal proceedings of the specified category. The meeting was attended by Chairman of the Volyn regional state administration Vladimir Gonik. Opening the meeting, the Prosecutor of the Volyn noted that due to the joint concerted efforts this year, there were no facts of mass illegal production of amber in the Manevichsky area, which took place in September-October last year, and the existing similar attempts quickly localized. Procedure managers provided the leadership of the investigative units of law enforcement agencies in court 11 criminal proceedings indictments against 26 individuals for crimes, floor’connected with illegal extraction of amber. Already convicted 15 people, the rest are pending. During a pretrial investigation were seized and recognized as evidence 8 vehicles, 8 motor pumps and more than 40 kg of amber. In addition, bodies of the state border guard and customs services during joint border and customs control were detected and prevented 32 cases of illegal export abroad 176, 9 kg of amber. Discovered relevant authorities of neighboring States, the illicit transfer of amber stones across the state border in the industrial about the’scale indicate the existing shortcomings in the activities of the state border guard and customs services, the need to improve how interactions between them and with other law enforcement agencies. Without adequate pre-trial investigation in criminal proceedings on the facts of illegal production of amber. It is not revealed any organized criminal group engaged in organization of such production, including corruption star’ties to the state authorities and among law enforcement officers. Despite repeated reaction of bodies of Prosecutor's office, the leadership of GUNP in the region and not provided with purposeful and efficient operation of investigative and operational subdivisions for the installation of the organizers of the mass production of amber that took place near the villages of Vovchik, Forest of Manevychi district in September-October 2015. Therefore, law enforcement should take additional measures to intensify activities on combating illegal production and turnover of amber, including his contraband movement across the state border, as well as to improve disclosure and pre-trial investigation of these offences. For a firm response to possible repeated attempts of the organized illegal mass production of stones to protect the attractive to the miners of the forest area is involved not only local police units, but the Rota patrol special police "company" and similar units in other regions of Ukraine and the National guard.
