Desirebased continued meeting of the Commission on consideration of applications for users on the establishment of the share of extraction (catch) of water bioresources in water objects of national importance and distribution of shares in the industrial fishing the users of water biological resources in 2017-2021 gg Also in the allocation of a share of the catch for the first time completely eliminated subjectivity and the human factor, since the particles are distributed according to a formula determined by the legislation of Ukraine – CMU from 25.11.2015 ¹992 "On the approval of the special use of water biological resources in inland fishery water bodies (their parts), the internal sea waters, territorial sea, exclusive (marine) economic zone and the continental shelf of Ukraine." The share of production (catch) is determined in percentage for each user water bioresources for a period of 5 years. On the basis of the catch for each user for 2013 – 2016, and total catch by all users on this water body over the years. New on the market companies have the right to obtain the right to fish at the auction, where will be exhibited the reserve limits – up to 15% of the approved limit or prediction of the allowable catch of aquatic bioresources. Auctions are passages in early 2017. August 17, 2016, a month before the allocation of quotas, Gosrybagentstvo was officially posted on the website the list of applicants to receive a share of production (catch) of aquatic bioresources, according to which users had the opportunity to see, to check the correctness of information in applications to review and appeal to the authorities in case of dispute. The Commission does not affect the determination of the volume percentage on catch and exclusively checks the submitted application for compliance with the requirements of the legislation. The Commission has the right to refuse applicants in the following cases: late submission of documents or submission of documents in full; identification of the documents submitted false information; failure to pay fine/unrecovered damage to fisheries at the date of filing the application for establishing the proportion of extraction (catch) of water biological resources for fishing; systematic (three or more) gross violations of the law on the protection, use and reproduction of water biological resources in the previous year; no Unallocated limit; use in the previous three years are less than 75 percent of the amount of allocated share of production (catch) of aquatic biological resources, with the exception of force majeure; the absence of a license for industrial fishing, except inland waters and rivers for the water bodies, the implementation of industrial fishing which may require licensing. The annual allocation occurs in the new approach, developed by Gosrybagentstvo in 2015 We have replaced the results of industrial quotas for a period of 1 year on securing a share of extraction of water bioresources catch for 5 years.
