Started at the order of granting housing subsidies — changes
8 September 2016 the Government adopted resolution No. 635 "On amendments to the regulations on the procedure for appointing and providing subsidies for reimbursement for housing and communal services, purchase of liquefied gas, firm and liquid oven household fuel" ( Ordinance came into force 21.09.2016). Details on some changes in the procedure for granting subsidies according to the Director of the Department of social protection of the population of the Ternopil regional state administration Vadim Boyarsky Relative to the size of the average total income of persons The subsidy for reimbursement for payment zhilishchno-utilities is assigned based on the size of the average total income of persons for the previous calendar year. It was found that non-working pensioners who have no other income other than pensions, the average total income accounted for the amount of the pension for the month preceding the month from which the subsidy is assigned. Regarding calculation of comprehensive income for individuals This decree also specified the procedure for the calculation of gross income for persons under 18 years of age (as at 1 January of the year for which income is taken into account): - patients who have average monthly gross income less than the subsistence minimum established for able-bodied persons (as of 31 December of the same year), or who have no income, but they learn in full-time education for calculating subsidies is taken into account, the average monthly income of one subsistence minimum established for able-bodied persons as at 31 December of the year which takes into account the income (as at 31.12.2015 – 1378 UAH.); - persons who have no income - for calculating subsidies is taken into account the income level of the two sizes of the subsistence minimum established for able-bodied persons as at 31 December of the year for which the income taken into account for the appointment of subsidies (2756 UAH.). In some cases, by the decision of the district commissions for persons living in families in difficult life circumstances, in the calculation of subsidies may include the average total income at the level of a living wage; - persons who had average monthly gross income less than the subsistence minimum established for able-bodied persons as of December 31 of the year for which income is taken into account, but received a pension, a scholarship, allowance at the birth (adoption) of the child care allowance for a child under the age of three, assistance for the disabled since childhood and children with disabilities, attendance allowance for the disabled of groups I and II due to mental disorder, persons who are not eligible for pension and disabled people, unemployment benefits or any income derived by a person who has not reached 18 years of age on 31 December of the year for which such income is taken into account in the calculation of subsidies are included the income actually received; - the persons who during the year for which the income taken into account for the appointment of subsidies, were in the military service, the average total income regardless of the (not received) income is determined at the level of half of the subsistence minimum established for able-bodied persons as at 31 December of the year for which income is taken into account.
