The Prosecutor of the region Maxim Kirichuk:"the Situation with prevention of accidents in the field – critical!"
The Prosecutor's office in the Volyn region held an extended meeting on issues in the field of counteraction to violations in the field of traffic safety and transport operation. The meeting was attended by Chairman of the Volyn regional state administration Vladimir Gonik. Opening the meeting, the Prosecutor of the region Maxim Kirichuk stated that the situation on prevention of road accidents in the Volyn region remains critical. For 8 months of the year 2016 on the roads of the region was 1 814 traffic accidents, which is 27% higher than the same period last year. Of this number, - 638, accident victims, which is 50% more than in 2015 (421). In the traffic accident injured person 822, 91 the road user is killed. The main causes of fulfilment of road accidents is driving a vehicle in the state of SP’intoxication, exceeding the safe speed of movement and the appearance on the roads of pedestrians in a drunken state. Last but not least leads to a lack of proper application of means of administrative influence on offenders. For 2016 the National police in Volyn region for violation of traffic rules is composed of 13 600 protocols (last year more than 25 000). Control police patrol in the city of Lutsk for 8 months of 2016 is composed of 1 583 protocols on administrative violations and decisions of the patrol personally prosecuted 9 962 people. In half of these protocols – for the failure by drivers of requirements about a stop and only 7% for driving in a state of SP’intoxication. Therefore, the patrol force mainly detects such violations which do not affect the state of traffic enforcement. For inadequate preventive work in the region has increased the number of criminal offences in the field of traffic safety and transport operation. A total of 271 such an offense, including 52, or each of p’fifth, fatalities for the same period last year to 191 this offense, 41 of which were fatal). The study of the causes and conditions that contributed to the Commission of offences, it is seen that as the police and local authorities insufficient measures for prevention of road accidents. Is inefficient and the organization of work in this direction on the part of GUNP in Volyn region and Management of the police patrol in the city of Lutsk. Therefore, all enforcement agencies should change the approach and vision with growth in the field of offences in the field of traffic safety and transport operation and develop and implement joint solutions. In turn, Mr Gonik noted that the authorities will strongly contribute to law enforcement and will do everything they can to the situation on the region's roads were safe. We are talking about financial security, installation on the roads of video surveillance systems, and assistance in the implementation of the program of prophylaxis of violations in Volyn region for 2016-2020.
