Sergey Karasevich: Agricultural receipts – an alternative way of lending to the agricultural sector of Ukraine.

Distribution of agricultural receipts in the region will help to increase the amount of agricultural land, the future harvest of which can potentially become the subject of pledge on agrarian receipts. This was noted during the round table the head of Department of financial credit policy of the Ministry of agrarian policy and food of Ukraine Sergey Karasevich during the round table concerning introduction in the region of agricultural receipts. "Unprofitable lending conditions are a big problem for small and medium agricultural producers in Ukraine. As an alternative to traditional financial tools the Ministry of agrarian policy proposes a new mechanism - agricultural receipts. This is a document of title that secures the unconditional obligation of the debtor, which is secured by a pledge, to supply agricultural products or to pay funds on certain conditions in it", - said the head of Department of financial credit policy of the Ministry of agrarian policy and food of Ukraine. According to Sergei Karasevich, this tool is cheaper and easier to administer in comparison with Bank loans, bill financing and commercial loans, which until recently was almost the only source of raising Finance in the agricultural sector. This is very important because small and medium-sized producers who created this mechanism, harder to find money than large holdings. "The average size of commitments one agricultural receipt is about 3 million. As a result of work of the Project in the field of small and medium-sized agricultural producers will have an effective tool that will help to attract additional financial resources due to the transparency of the relationship with the lender and cheaper procedure compared to existing tools.Therefore, agricultural receipts contribute to the development of the agricultural sector in General and its investment attractiveness", - said Sergey Karasevich. We will remind, the Project "Agrarian receipts in Ukraine" implemented by IFC, a member of the world Bank Group, in partnership with the Swiss Confederation in Ukraine. The aim of the Project is to improve access to Finance for small and medium agricultural producers by launching in Ukraine of a financial instrument "agrarian receipts". Main partners of the Project: state authorities (the Ministry of agrarian policy and food of Ukraine, Ministry of justice of Ukraine); private sector (suppliers of material and technical resources, banks, grain traders), an international organization. As a result of work of the Project small and medium-sized agricultural producers will have an effective tool that will help to attract additional financial resources due to the transparency of the relationship with the lender and reduce the cost of the procedure in comparison with other tools. The aim of the Project is to intensify the work on implementation in Ukraine of a financial instrument "agrarian receipts" to facilitate the access of small and medium farmers in financial and logistical resources. The project was launched in Poltava region from February 2015, where over the past 10 year was issued agrarian receipts, all of them were successful. From September 2015, the implementation of agricultural receipts has been extended to Cherkasy, Vinnytsia and Kharkiv region. Under the project, training was conducted for 469 notaries and more than 1,400 farmers and representatives of companies-suppliers of MTR. To open the Register of agricultural receipts was 60 agricultural receipts, which allowed the farmers to attract more than 189 million to replenish working capital. From October 1, 2016, the implementation of agricultural receipts distributed at four regions of Ukraine –Ternopil, Khmelnytskiy, Mykolayiv and Sumy.
