The coordinating Committee of assistance of employment of the population - the center of social partnership in the Ternopil region
In the conference hall of the House of labor, which is in the city of Ternopil, held a regular meeting of the regional coordinating Committee of assistance of employment of the population, an independent tripartite body in the system of social partnership at the regional state administration, composed equally of representatives of the Executive authorities, trade unions and their associations, Enterprises, employers ' organizations in Ternopil region. During the meeting, the head of the Department of economic development and trade of the Ternopil regional state administration Natalia Onishchuk informed the participants about attracting investment to the preservation of existing and creation of new jobs for the employment promotion of the population. "In January-June 2016 in economic development region enterprises and organizations at the expense of all sources of funding invested 1601,8 million hryvnias of capital investments, which is 1.5 times more than in the same period in 2015, - said the representative of RSA. - According to the main Department of statistics in the region, the volume of foreign direct investment from 36 countries on July 1, 2016 amounted to 49.3 million USD. On October 1, 2016 in the Ternopil region is implemented 32 investment projects, the introduction of which is expected to create nearly 3 million new jobs: 2488 – in industry, 409 – for enterprises, the 102 – in the field of trade and hotel services". Director of regional employment center Peter Himachal added: "the employment Service provides assistance to unemployed persons in starting their own business and industry:conducts targeted seminars and training pays unemployment benefit lump sum for the organization of entrepreneurial activities. Starting in 2016, the allowance paid to the unemployed 103 in the amount of 1 million 565,3 thousand UAH. It is important that some of them creates jobs not only for themselves but also for their family members or countrymen. Employment of the unemployed to new jobs the employment service compensates employers unified social contribution. For 9 months of TS.g. 226-employers compensated nearly 1 million 250 thousand UAH for employment 333-Oh the unemployed. I think it is one of the ways of investment, which comes in Ternopil oblast from the Fund of obligatory state social insurance of Ukraine against unemployment (VZDSUU)". Director otsz proposed to recommend to the authorities, local government, United local communities to consider the possibility of facilitating the establishment and business activities of the unemployed who are on the territory of their settlements, at least for the first launch year. Peter, Himachal also reported on the progress of the "Program of employment of the population in Ternopil region for the period until 2017" to promote the employment of demobilized members of ATU and analyzed causes of the problems with their employment. "07.07.2016 of amendments to the employment legislation, according to which demobilized members of ATU, which was directly involved in anti-terrorist operations, ensuring its implementation, classified as persons who have additional guarantees in the labour market. It gave the right to employers to offset the cost of a single social contribution for the employment of unemployed persons from the combatants. With the beginning of the year basic employment centers have used 1268 participants of the ATO, which had the status of unemployed. Employed with the assistance of service 176 people, including 20 received a lump sum unemployment assistance for the organization of entrepreneurial activities, 6 are employed, subject to reimbursement to employers of a single social contribution, 87 – returned to military service under the contract; 32 - worked in temporary jobs. On October 1, TS.g. in regional service of employment was 828 unemployed ex-soldiers, which are continuing to search for acceptable places of work". The Committee decided to apply to the Minister of social policy of Ukraine with a proposal to amend the Law of Ukraine "On employment of population" on the compensation of employers means VZDSUU the cost of labor employed in the direction of the employment service unemployed demobilized members of the ATO. At the meeting they talked about the organisation employment office of public works. "Within 9 months of 2016 basic employment centers of the Region has concluded 272 of the transaction on the organization of public works, which enabled the 944 to provide individuals with temporary employment", - said the head of Himachal. It was unanimously agreed to recommend to district state administrations, local self-government bodies, territorial communities to revise and expand the types of public works for 2017 to provide temporary employment of the unemployed and implementation of socially useful work; to provide means in local budgets on carrying out public works; to organize, together with local employment centers to attract the unemployed to perform the work. As well as the Deputy Chairman of the Committee to apply to the Minister of social policy of Ukraine with a proposal to amend the Law of Ukraine "On employment of population" on attraction of members of private households to participate in public works at the expense of VZDSUU and local budgets. Director otsz also reported on the granting to employers of compensation of costs of labour employed unemployed number of internally displaced persons. He informed: "Since the beginning of this year, 12 of the employers are compensated for funds spent on salaries and accruals on it for employment 13 unemployed number of internally displaced persons from the ATO area. Since the beginning of the year, employers are compensated almost 172 thousand UAH". The meeting has passed in friendly atmosphere of constructive business dialogue, during which it adopted a number of decisions on the mentioned issues and agreed work plan of the coordinating Committee of assistance of employment of the population of the Ternopil region in 2017.
