Chernigov: KP "Desniansko" reported on its activities for 9 months of current year
Utility "Desniansko" of Chernihiv city Council provides services on maintenance of houses and constructions and house adjoining territories, performs maintenance and major repairs of housing stock, support in the proper sanitary condition of territory and stairwells, performs economic activity in the sector of housing and communal services. KP "Desniansko" serves 560 houses with a total area of 1207 thousand m2, 19170 apartments, which are home to more than 40 thousand inhabitants. This was announced by his boss, Viktor Burned at the enlarged meeting with the mayor, held on October 24. According to him, 93% of the houses which are on balance of the enterprise, have an operating life more than 20 years, and, consequently, require major repairs. Overhaul requires: roofing, facades of houses, engineering equipment, basements and attics, porch and basement houses, yard and equipment for children, fences. For the first 9 months of 2016 of the performed works on current repairs and technical maintenance of in-house systems in the amount of 5194,2 thousand UAH, including 1394,2 thousand UAH was financed from the city budget under the Program of maintenance of buildings, objects of improvement and implementation of preparations for the winter housing of the city of Chernihiv for 2016. Namely: - repair of roofs on 131 houses, with an area of 6084 m2 in the amount of 718,4 thousand UAH 157, 2 thousand UAH more in comparison with the same period last year; - refurbished 43 of the entrance 31 a residential house in the amount of 584,5 thousand UAH, which is 145,1 thousand UAH more in comparison with the same period last year; - repair 4538 m joints of the wall panels 34 residential houses in the amount of 300.0 thousand UAH, which is 6 times more compared to the same period last year; - repair viewing, pits and other structural elements in the amount of 223,6 thousand. - repaired the porch in 39 homes in the amount of 31.1 thousand UAH, which is almost 2 times more compared to the same period last year; - renovated and painted 4568 m2 plinth and facades of 64 residential buildings in the amount of 196,0 thousand UAH, that on 75% more compared to the same period last year; - renovated and painted 787 m2 of fence in the amount of 97,9 thousand UAH, which is 30% more compared to the same period last year; - repair of domestic equipment in the amount of 45.4 thousand UAH; - renovation of playgrounds in the amount of 43.0 thousand. - performed repair and maintenance of electricity networks and electric equipment in the amount 633,7 thousand. - performed repairs and maintenance in-house systems of cold water supply and sanitation in homes with replacement vodozabornoy fittings and separate sections of pipe 192 m CWS and 311 m of water drainage in the amount of 1850,2 thousand UAH, which is 20% more compared to the same period last year. Elevator industry has 254 elevators, 148 (57.4 per cent) of them have an operating life up to 25 years, and 106 elevators ( 42,6%) – more than 25 years. This year major repairs were carried out on 36 lifts under the Program of major repairs of elevators in residential buildings of Chernihiv in the 2016 – 2020, in the amount of 2201 thousand UAH, which is almost 5 times more compared to the same period last year. According to the Program of improvement of roads and driveways in residential areas of the city of Chernihiv for 2012-2016, overhauled 1665 m2 of asphalt in the amount of 380,3 thousand UAH for the addresses: vul. G. polubotka, 5, Polubotko, 7, Hound, 26, Mstislavsky, 109, Pp. Rasovoi, 25 and repair of 1930 m2 of asphalt pavement, 45 residential houses in the amount of 478,3 thousand UAH. For the budget of the district was made the capital repairs of the housing Fund in the amount 446,6 thousand UAH, namely: capital repairs of lifts and SLM totaling 110,55 thousand UAH; capital repairs of system of power houses on the street. Serezhnikova, 5 total 79,34 thousand UAH; capital repairs of trunks of refuse chutes in residential buildings by Mendeleev St., 1-b and PR 151 in the amount of 3.9 thousand UAH; external wall insulation in the amount 58,15 thousand UAH; capital repairs of internal house piping in the amount of 25.8 million UAH and other work in the amount of 9.86 thousand UAH; capital repairs of a roof on a residential house on the street. Mstislavsky, 3 in amount of 159,0 thousand UAH. Emergency transport service of the company works round the clock, provides additional services of KP "Zheka-10" and other agencies. For 9 months fixed 2758 emergency situations, including calls for sewer - 1566, vodozabezpechenist - 302, lighting - 890. The service maintains constant contact with the emergency departments and the citywide information and control center of the Department of housing and communal services. For the autumn-winter period automotive equipment prepared: 5 sets of attachments for tractors 2 tractors UMZ with a bucket, installation for topping peschano-salt mix. Every janitor in the presence of ice axes and shovels for snow removal. The grounds on which the cleaning and maintenance, has 61 hectares. It has 39 sites with preconcentrate for the collection of solid waste. Before the heating period spent together with the residents work on clearing the basement from garbage. For the removal and disposal of 43.9 thousand m3 of solid waste from the public enterprise spent 991,6 thousand UAH. In addition, self-transported from the local area of 2700 m3 of garbage and bulky waste. The total revenues of the KP "Desniansko" (excluding depreciation ZHF) for the first 9 months of 2016 amounted to 18.9 mln, of which UAH 13.7 million (16.4 million UAH including VAT) – revenue from provision of services in the tariff for the population. 1.3 mln the company had provided other services to organizations and population (premises, transport, emergency services, information services, cleaning services, reimbursement for the joint use of electricity, other). Currently, the process of creation of condominiums to which the company is establishing cooperation for the provision of services for maintenance and management of buildings. With 15.06.2016 year, the company established a new rates for services in content of houses and constructions and house adjoining territories. The new weighted average tariff is calculated per 1 m2 of the total area of apartments is 2.49 UAH/m2 vs force since 01.04.2012 1,31 UAH/m2. Thus, the increase in the amount of the rent per month is 1.2 mln. At the same time, it should be noted a significant increase in the total amount of rent subsidies and incentives. So, if in the II quarter of 2016, subsidies and concessions held 22% in rents, by the end of the third quarter – 32%. In the fourth quarter this figure is projected to increase to 45-50%. Compared to the corresponding period in 2015, in 2016 the share of subsidies and benefits have increased in 2 times: from 16% to 32%. The debt for provided benefits and subsidies as 01.10.2016 year amounted to UAH 1.6 million. This situation cannot fail to affect timely and quality implementation of all services that are part of the tariff. The lack of working capital leads to growth of debts for services contractors (removal and disposal of garbage; maintenance of elevators) and the inability to purchase the required amount of materials for planned maintenance and current repair of intrahouse networks and the structural elements of the housing stock. On the other hand, and arrears in the amount of almost 4 million UAH also significantly slows down the execution of works on the tariff. In the first 9 months of 2016 when the planned amount of charges at the rate of 13,7 million UAH actual costs of the enterprise amounted to almost 14 million UAH. Timely provision of services became possible thanks to the financial support of the Chernihiv city Council in the sum of 1,9 million UAH, and the Program of maintenance (the amount provided from the budget – 1,5 mln). Considering the main cost components, the largest share in the total production cost is labor costs – 53%; material costs – 30%; energy costs – 10%. Revenues of the financial plan was fulfilled by 100.7% compared. Plan for the cost of services performed by 99.8%. The result of the enterprise at the end of the reporting period - net profit in the sum of 1,5 million UAH. A separate direction of activity is the work of the accounting and information Department. On 01.10.2016 year in residential buildings which are on balance of the enterprise was 39938 person; 19956 open personal accounts. During the reporting period, the accounting and information Department of the enterprise issued to residents 8910 certificates of family composition, as well as 18950 inquiries for obtaining the subsidy. Constantly carried out active explanatory work with tenants of houses about the possibility of creating condominiums. Provided legal assistance. Held 27 meetings with residents of houses on the establishment of ajoah. In 2016, was created 2 condominium 3 residential houses on the street Chernyshevsky, 15 and 15-a St. Mstislavsky, 18.
