Swiss-Ukrainian project DESPRO will continue cooperation with the territorial communities of Vinnytsia region (photo)
In the framework of Swiss-Ukrainian project "decentralization Support in Ukraine" DESPRO, 24 October the Vinnytsia region on a monitoring visit to the project Director, DESPRO Mr. j?rg christen. The purpose of his visit was to discuss the progress of the project and prospects for the future. After visiting the facilities that are being financed with DESPRO, in particular the construction of a landfill for the collection of solid waste in Tulchyn district, j?rg christen was found in the regional state administration, first Deputy Chairman of regional state administration Andrey Giskom. Project Director, DESPRO shared their impressions and expressed their sincere gratitude to the management area for the fruitful cooperation during all three phases of the project. He also assured the meeting participants of the feasibility and need for further joint work. Andrew Gyzhko described the first results and the benefits received communities as a result of fiscal decentralization and thanked the Project for their professional team work: "I understand that we can not at the expense of the Swiss Government to continually build water pipelines, - said Andrey Geico - however, thanks to our many years cooperation, we have a system in operation, and some new directions that you started, I would like to have moved into a new phase of the Project." It was about sanitation – including in private households and social infrastructure, the construction of local treatment facilities as well as on systematic work in the sphere of solid household waste. In turn j?rg christen thanked for a clear and detailed overview of the economic situation in the Vinnytsia region, and assured: "after Visiting the winery, I saw a lot of positive points that we influence and that makes me proud. The results of the external evaluation of the project DESPRO, which took place in the summer – wonderful! So now you begin work on the work planning in the fourth phase, which will last 3 years. However, we must take into account the developments and experience of implementation of the previous three phases". Help: The DESPRO project is being implemented in the region since July 2007 and envisages three phases of implementation. For the entire period of cooperation recognized as the winners of the 59 projects from the Project DESPRO allocated almost UAH 19 million. In the region established the Regional steering Committee and Regional coordinating body for the support of the Swiss-Ukrainian Project support of decentralisation in Ukraine DESPRO which included representatives of Executive authorities, local authorities and DESPRO. On the implementation of phase III of the project: December 5, 2013 in the region signed a Memorandum of understanding and cooperation between the Swiss-Ukrainian project "decentralization Support in Ukraine" DESPRO, Vinnytsia regional state administration Vinnytsia regional Council. This document region the opportunity to begin to implement phase III of the project which will last for 2013-2017 years. So, in the first quarter of 2014 held a competition in which 6 of the 14 territorial communities of Vinnytsia region determined winners of the 11th regional competition of development of territorial communities in 2014, the implementation of water projects received grants from the DESPRO Project with a total value of 1,5 mln. (up to 250 thousand UAH. per 1 community). In April 2014, conducted training for regional communities-winners of the Swiss-Ukrainian project "decentralization Support in Ukraine" DESPRO improving the water supply and concluded cooperation agreements with 6 of the communities, namely: Pavlovka (Pogrebischenske R-n), Krasnosilka (bershadskiy R-n), Rososha (Lipovetsky district), Arista (Teverovsky R-n), Nosovka (gaysinsky R-n), Hushchyntsi (Kalinowski, R-n)). 12.03.2015 year signed a cooperation agreement between the 13 territorial communities of 8 rayons of the oblast and the Swiss-Ukrainian project DESPRO. For 2015 sputnikovaya DESPRO projects in rural communities for a total of almost 4,5 million hryvnias (up to 370 thousand hryvnias on one project). According to the results of monitoring visits with representatives of DESPRO and evaluate the main criteria of projects the conditions of competition and taking into account the possible results of the projects with the participation of DESPRO, was asked to support 5 projects the following communities: S. Stanislavchyk (zhmeryns'kyi district), S. Karmalyukove (zhmeryns'kyi district), S. Timanovka (Tulchin district), S. Lozuvata (Lipovetsky district) and S. Kohane (Lipovetsky district). As 20.10.2016 year of the 18 selected projects (13 projects in 2015 and 5 additionally selected in 2016) implemented 10 projects from the project DESPRO funded over 7 million UAH.
