Chernihiv: the deputies approved the preferential transportation of separate categories of citizens in rail transportation commuter for 2017
At the plenary meeting of the 12th session of the Chernihiv city Council 7 convocation deputies approved the Program of compensation for preferential transportation of separate categories of citizens in rail transportation commuter for 2017. Under part five of article 102 of the Budget code of Ukraine, the compensation for preferential travel of separate categories of citizens defined by the legislation, at the expense of subventions from the state budget to local budgets. So, by 2016, the State budget provided for the costs of compensation for preferential travel of separate categories of citizens defined by legislation. But by the Law of Ukraine "On State budget of Ukraine for 2016" no expenses for reimbursement of funds for transportation of preferential categories of citizens on city passenger transport of General use. Article 91 of the Budget code of Ukraine provides for the expenses from the local budget for local programs of social protection of separate categories of the population and compensation for preferential travel of separate categories of citizens. Program of bodies of Executive power or bodies of local self-government regarding the reimbursement of funds for transportation of preferential categories of citizens in the city of Chernihiv already in place, but the end until the end of 2016. Through this the Department of transport and communications of the city Council developed a new Program to continue providing free transportation disadvantaged population of the city in the absence of reimbursement for compensation payments for passenger transportation from the State budget in 2017. The list of separate categories of passengers that are counted in the calculations for compensation payments at the expense of the state and city budgets, shall be determined in accordance with applicable law. In particular, in Chernihiv entitled to travel are more than 88 thousand inhabitants of the city. Benefits are provided to residents of Chernihiv on the basis of the certificate confirming the legal status of certain categories of passenger-beneficiary. Passengers of the city of Chernihiv by rail in the suburban message will implement regional branch "South-West railway" 11 working trains from Chernihiv to Nizhyn, Nedanchichi and Gornostaevka through the train station. Compensation of income losses in the regional branch "South-West railway" PJSC "Ukrzaliznytsia" for the gratuitous transportation of certain categories of passengers is made pursuant to an agreement with the company-the carrier of the contract with the Department of transport and communications Chernihiv city Council. Financial support for the Program at the expense of means of city budget within costs approved the city budget for 2017 in the relevant areas, taking into account financial possibilities of the city budget of the city of Chernihiv, in the amount of 600 thousand hryvnias. The Programme provides social protection of the most vulnerable segments of the population of Chernihiv and improve their financial position.
