At the session of Lutsk regional Council discussed the dump in the village of Bryshche

November 2, was held the extraordinary meeting of the 12th session of Lutsk district Council. The meeting was attended by first Deputy mayor of Lutsk Taras Yakovlev and the city Council Secretary Julia Bosenko. Among the issues on the agenda was the question concerning canned landfill in the village of Bryshche Lutsk district. Members of regional Council considered the draft decision on increasing the size of the rent from 3 to 12% of the regulatory monetary valuation of land plots which are allocated under the landfill. Also, given the treatment of the inhabitants of the village of Bryshche Lutsk district against illegal mining of non-ferrous metals for canned dump, refer to the Lutsk city mayor Romaniuk N. I. regarding the decision to ensure the protection of this territory. In his speech, first Deputy mayor Taras Yakovlev said that currently the Department of housing and utilities of Lutsk city Council, Lutsk, together with the regional state administration are the land lease agreements on which the service is solid waste. He noted that the Land Code of Ukraine provides for the establishment of the rent size from 3 to 12% of the regulatory monetary valuation of land plots, so if a decision is taken on raising the existing interest rate, such an agreement will be signed by the Department of housing and communal enterprises. According to Taras Yakovlev: “rent is about 150 thousand UAH per year, this amount is not big enough, so the Lutsk city Council is constantly working with the village of Rokyni in respect of issues that arise in the village Bryshche. For 10 months of the year 2016 Lutsk city Council was forwarded to subventions in the amount of 750 thousand UAH to the village of Rokyni. If it is raised the interest rate, it is impractical to continue the direction of subventions”. Deputies of regional Council Vadim Veremchuk and Ivan Cooper made a proposal to establish a joint Commission of representatives of the district Council and town Council, which will determine the feasibility and amount of uplift in rents. Also proposed to establish a working group, which will include deputies of the Lutsk district Council, town Council, Chairman of the district Council, mayor and their deputies. They must solve urgent problems related to the changes of commuter routes and recoveries for the maintenance of children of district residents who attend preschool educational establishments of Lutsk. This proposal was supported by deputies. Julia Bosenko noted that the decision is important, because I've come to some consensus and subsequently it will be possible to reach constructive solutions. “The future of our state with strong communities and strong communities would not be, if its members do not wish to take responsibility,” she said.
