2 of November took place the meeting of the working group for drafting of the regional program of development of small and medium entrepreneurship in 2017-2018, headed by the Director of the Department of international cooperation and regional development regional state administration Volodymyr Merezhko. The development of the Program has the goal of creating favorable conditions for business growth, improving the investment climate and competitiveness of small and medium enterprises, in particular the introduction of an effective system of maintenance, support and protection. As noted by V. Merezhko, the Program will consist of two sections. To first will be included information about the status and problems of small business in Vinnytsia region, SWOT - analysis, the main goal of Program and expected results from its execution. The second section will include a coherent set of measures aimed at creation of favorable conditions for SME development in the region. "The results of this Program should be accelerated development of small and medium enterprises, to fully use its potential and their subsequent transformation into an effective mechanism for solving economic and social problems of the region. However, we have to consider the existing obstacles to its development, among which are the tax burden on businesses, lack of information and legal awareness of business entities, a lack of motivation for investment and innovation and other", - said the head of the Department. The composition of the working group, in addition to representatives of regional and local bodies of state power, bodies of local self-government, public associations, unions of entrepreneurs and business Ombudsman, also included 4 leading experts of the USAID project "Leadership in economic Radovan" that is being implemented in six regions of Ukraine, including in Vinnytsia. In particular, Igor Burakovsky, Chairman of the Board of the Institute for economic research and policy consulting", Senior economic Advisor to USAID, presented the proposed structure of the Strategy of SME development in Vinnytsia region for the period up to 2020. According to him, joint work on the strategy will enhance the degree of consolidation and coordination efforts and to focus limited resources on addressing the priorities of support of small and medium enterprises at the regional level. "To develop a strategy should include not only representatives of regional authorities, but also representatives of business community and business associations, the population of the region, investors, donor community, public organisations and experts" - said. Burakovsky. The expert of the USAID project "Leadership in economic Radovan" Artur Kovalchuk in his presentation described the current status of small and medium enterprises in the Vinnytsia region. In addition, participants had the opportunity to discuss the priorities of development of small business, among which are highlighted: improving the regulatory environment, development of financial-credit and investment policies, the further development of infrastructure and resource information support, as well as advanced training in the field of entrepreneurship. Following the meeting, it was agreed by all participants to provide suggestions for their further generalizations, the Department and inclusion in the draft Programme until 4 November.
