in accordance with the Procedure of formation of tariffs for centralized water supply and drainage system, approved by resolution of the National Commission, carrying out state regulation in the energy and utilities, dated March 10, 2016 no 302 registered with the Ministry of justice of Ukraine on 19 April 2016 for No. 593/28723, Procedures for setting tariffs for centralized water supply and drainage system, approved by the resolution of the National Commission, carrying out state regulation in spheres of power and utilities, from 24 March 2016, No. 364, registered in Ministry of justice of Ukraine on 27 April 2016 for No. 643/28773, KP “Lutskvodokanal” prepared the project calculation of tariffs for 2017 to centralized water supply and drainage. The actual level of compensation of economically justified costs existing tariffs for the first 9 months of 2016 were: - centralized water supply – 93,0 %; - centralized wastewater and 91.4 %. As a result of higher prices for energy and other material resources without a concurrent increase of tariffs for centralized water supply and drainage, CP "Lutskvodokanal" have losses for 9 months of the year 2016 in the amount of 5.6 million. Main components of a tariff for 2017 were calculated based on the following factors: energy costs: included in the calculation of the actual price of electricity in July 2016 in the amount 2,1870 UAH./kW., taking into account the forecast price index of producers of industrial products (1+(108,5-100)/100*0,5), what is 1,0425. Index of 108.5 taken from the Decree of the Cabinet of Ministers of Ukraine on 05.08.2015. ¹558 “About approval of the Forecast of economic and social development of Ukraine for 2016 and fundamental macro economic and social development of Ukraine for 2017-2019 (scenario 1). the costs of wages and deductions for social events: In the project of tariffs for services in 2017. the planned wage Fund calculated on the basis of the statutory minimum wage - 1600 UAH. (December 2016) under the Law of Ukraine "On State budget of Ukraine for 2016" and based on the provisions of the Industry agreement and the collective agreement. the depreciation expenses in connection with the acquisition of new fixed assets in the project of tariffs, this amount is 7111,8 thousand UAH, In current rates the amount of depreciation is 2527,0 thousand UAH. the tax expenses calculated on the basis of the Tax code of Ukraine. prices on fuels and lubricants, have been calculated on the basis of actual prices, given the forecast price index of producers of industrial products. the cost of periodic calibration means keeping people in the private sector. According to the procedure of formation of tariffs for centralized water supply and drainage system, approved by resolution of the National Commission, carrying out state regulation in the energy and utilities, dated March 10, 2016 No. 302 provided in the accounting cost structure for periodic calibration, maintenance and repair (including dismantling, transportation and installation) of the water meters (measurement results of which are used for making payments for the consumed for domestic needs water), which is the property of physical persons - residents of the private sector, as well as the costs of setting up the exchange Fund account of the water. The regulating tariffs for services of centralized water supply and sanitation is necessary in order to bring them to the economically justified level, which will ensure break-even operations manual "Lutskvodokanal", in accordance with the requirements of the Economic code of Ukraine and article 31 of the Law of Ukraine "On housing and communal services" dated 24.06.2004 ¹1875 – IV and will allow for the introduction of a number of priority investment projects aimed at development of production, improving reliability, quality of the technological process, introduction of energy saving technologies, in accordance with the approved investment program for the planning year. According to the presented calculations the rate will be: for centralized water supply — 4, 97 UAH. (excluding VAT) - an increase of 1.08 RS./m3, or 27.8%; in centralized wastewater — 5,31 grn. (excluding VAT) - an increase of 1.17 UAH./m3, or 27.5%; for the disposal service( using in-house systems) — 5, 79 UAH.
