In the Rivne oblast Prosecutor's office revealed violations of the rights of detainees,remand and convicted prisoners to adequate medical care
In penal colonies, pretrial detention center, and other places of detention, Rivne region, violated the rights of detainees and convicts to health care and proper medical support. This was revealed by results of inspections on compliance with the administrations of these institutions of the requirements of the criminal Executive and other legislation, they were conducted during October-November 2016 the prosecution of Rivne region with participation of specialists of bodies of power and state control. In particular, inspections at the detention centres in the cities of Rivne and Varash showed numerous facts of a failure to provide medical assistance to detained and imprisoned persons. Only with the intervention of the Prosecutor's office more than 20 HIV-infected individuals held in the detention center and prison colonies in the region, passed the corresponding examination, and 6 of them are assigned the necessary treatment. In these institutions, as well as KZ "Ostrog regional psychiatric hospital" at the time of the inspection revealed the facts of storage and use of medicines with a shelf life which had expired, or who have been registered in Ukraine. Also, in violation of the law, the administration of Rivne SIZO were not provided fluroanthene individuals who dropped out from the institution, and in Gorodischensky MC 96 not all prisoners were given an annual preventive medical examinations. For all these and other facts of violations of the legislation, bodies of Prosecutor's office of Rivne region have taken strong measures to restore the rights of detainees and convicts. Heads of institutions are directed acts of reaction by results of which consideration to disciplinary charges brought against 8 officers. In addition, the State service on drugs and drug control in the region brought to administrative responsibility 3 heads of medical units of correctional colonies and 1 pharmacist Rivne SIZO-detention home. The issues of observance of requirements of legislation on protection of health of persons held in penal institutions and pre-trial detention are under the permanent control of the Prosecutor's office of Rivne region.
