The legality of the use of budget funds in the sphere of housing and communal services under the close supervision of the Prosecutor's office of Rivne region
given the seriousness of the problem of ensuring the rights of citizens and state interests in the sphere of housing and communal services, the activities of enterprises and institutions this sector is under close control of the prosecution of Rivne region. Now prosecutors jointly with other law enforcement agencies have targeted on the identification of violations during use in the field of budgetary funds, as well as formation for the population tariffs for utilities. This was discussed in the prosecution of Rivne region at the meeting of the interagency working group of law enforcement and state control bodies in the identification, disclosure and preliminary investigation of criminal offences in the field of gazo-, vodo-, teplosnabzheniya, which is formed by the head regional Prosecutor's office. Headed the working group specified the Deputy Prosecutor of the region Miroslav Patskan. During the meeting, members of the group noted that, despite the existence of a moratorium on inspections of activities of enterprises by regulatory authorities, adopted a joint organizational measures gave the result of the exposure of a number of offences in this sphere. So, starting in August 2016, bodies of Prosecutor's office of Rivne region began pre-judicial investigation of 4 criminal cases on the facts of Commission of crimes in the sphere of gazo-, vodo-, teplosnabzheniya. For example, in Zdolbunovska and Ostroh districts investigated the facts of possible overstatement of the Executive committees of city councils of tariffs for housing and communal services. Also by the investigation to verify the legitimacy of actions of officials of Rivne municipal enterprise that during a procedure of electronic procurement of assets for state funds received one of the highest price offers. - Until recently, the work in this area was abandoned by law enforcement and regulatory agencies without attention. But now we have identified the criminal violations in the areas of water heating, the abuse of public procurement. Work to identify such violations should be extended on the demand of society, consolidating power not only all the law enforcement agencies, but also other services, which vested the control in this sphere, in particular, the National Commission, carrying out state regulation in spheres of power and utilities, Deramciclane in Rivne region, - said the Chairman of the meeting the Deputy Prosecutor of the region Miroslav Patskan. All participants of the interagency working group made suggestions to the agreed plan of action that will contribute to their effectiveness in the prevention, detection and investigation of criminal violations in use of budget funds in the sphere of gazo-, vodo-, teplosnabzheniya.
