Rivne: the joint meeting of the regional Prosecutor's office discussed issues of observance of laws in places of detention and the implementation of administrative coercive measures
In the prosecution of Rivne region 09.12.2016 held a joint meeting to discuss the issues of the rule of law in the activities of the employees of the Rivne police Department GUNP in the area in the exercise of administrative measures and the execution of court rulings on the imposition on the offender of adminusername in the form of arrest, and the activities of the temporary detention facility No. 1 in Rivne. Among the participants - employees of Prosecutor's office of area, GUNP in region, Rivne Department of GUNP in the region. Also participating in the event was attended by the Commissioner for human rights of the President of Ukraine Nacpac Hope Berliner. The meeting analyzed the reasons of non-fulfillment to the employees of the Department of police and ITT requirements of the legislation, which the Prosecutor's office have repeatedly drawn attention directed in the regulations. So, while held in November 2016 the audit the Prosecutor's office revealed that it is not accepted appropriate measures for the implementation of a number of judgments of the court on the application to entities of administrative punishment in the form of administrative arrest, and therefore the delay of law enforcement officers in the enforcement of court decisions contributes to the avoidance of offenders under the law of administrative responsibility. In particular, in the field remain unfulfilled 116 such orders of the court, including Rivne OP GUNP 31. In the detention center still have the facts the premises of persons serving administrative arrest or taken into custody, without appropriate acknowledgment of their state of health. By results of discussion of problematic issues, the meeting identified ways and timing to eliminate existing violations. Concerted action should help to improve the condition of observance of the legislation in the specified sphere.
